About TSSP Phase 3
The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.
Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 18 years of operation and will continue to contribute to the achievement of the overarching goal of:
‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’
TSSP3 has three End of Program Outcomes (EOPOs) which are expected to be achieved over the initial five-year duration of the program. They are as follows:
- EOPO 1: Better Transport System Management. Targeted GoPNG transport sector agencies are supported to more efficiently, effectively, and inclusively plan, budget, and manage the transport system
- EOPO 2: Improved Safety Standards and Coordination. Australian assistance to targeted GoPNG transport sector agencies contributes to improving the policy and regulatory environment to enable safety for all and foster greater sector coordination
- EOPO 3: Expanded, Sustainable and Affordable Assets. Investment in transport assets is expanded and PNG transport sector actors apply their improved capability to deliver and maintain such assets.
Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations.
This phase of TSSP3 will run from November 2023 to November 2028.

The Role
The Community Works Officer (CWO) will be responsible for the overall management and supervision of the TSSP-funded minor routine road and bridge maintenance activities i.e. vegetation control, drainage cleaning, culvert clearing, tree removal, minor emergency works etc. through Community Works Arrangements (CWAs) in the Autonomous Region of Bougainville ensuring accountability and effective implementation of the works. The Community Works Officer will report to the BPMO Lead and work under the supervision of Project Engineer (PE), Road Engineer (RE) and Senior Program Manager and will liaise closely with Safeguards Officer, Community Liaison Officers (CLOs) and individual Task Leaders responsible for implementing and/or undertaking CWAs. The Community Works Officers will be based full-time in Arawa or within respective region of the work activity areas and will travel frequently to project sites predominantly located on Bougainville Island with some travel to Buka Island.
TSSP3 will support the effective and efficient planning and delivery of road maintenance and rehabilitation contracts in the Autonomous Region of Bougainville (ARoB) through the Bougainville Project Management Office (BPMO). The BPMO assists and supports the Division of Technical Services (DTS) of the Autonomous Bougainville Government (ABG) to maintain and upgrade transport infrastructure.

About You
Essential Qualifications and Experience
- Minimum of five (5) years’ relevant professional experience in community-based infrastructure delivery, road maintenance, construction supervision, or a similar role.
- Demonstrated experience in planning, supervising, and managing minor road and bridge maintenance works, including vegetation control, drainage, culvert cleaning, and small emergency works.
- Strong project management skills, including scoping, scheduling, record-keeping, verification of completed works, and timely certification for payment.
- Experience working with community-based arrangements or labour-based works, including engagement with community leaders, task leaders, and local work teams
- Proven ability to work independently with minimal supervision in remote and challenging environments while meeting deadlines and maintaining accountability.
- Demonstrated ability to communicate effectively and work respectfully in a cross-cultural context, including engagement with government counterparts, communities, and contractors.
- Familiarity with, or the demonstrated ability to quickly learn, ABG and PNG Department of Works contract procedures, financial systems, and reporting requirements.
- Experience in mentoring and supporting local counterparts, including Task Leaders, CLOs, and CWA participants.
- Sound understanding of, and commitment to, road safety, quality control, and value-for-money principles in maintenance works.
- Awareness of and sensitivity to GEDSI, social and environmental safeguards, and development contexts.
Skills and Knowledge
- Strong organisational skills with the ability to manage multiple CWAs simultaneously.
- Ability to identify and manage risks, including fraud, corruption, grievances, and community-related issues.
- Accurate record-keeping and reporting skills, including site measurements and work validation.
- Fluency in Tok Pisin (spoken and written)
