Key Responsibilities:
The Health Specialist will ensure that Maternal, Newborn, and Child Health (MNCH) activities are implemented with high quality, in a timely manner, and in line with project objectives. This includes overseeing monitoring, evaluation, and reporting of activity progress.
The position will provide necessary technical support to the project team and collaborate in the planning and implementation of project activities. The Health Specialist will also lead the design and development of MNCH interventions aligned with community needs and beneficiary priorities, working closely with field teams, and will conduct regular site monitoring, evaluation, and analysis in coordination with the M&E Officer.
The position will be based in Tacloban City and will require frequent travel to project sites. The Health Specialist will report directly to the Project Director.
Role and Responsibilities
Planning and Design (15%)
- Lead any Health and MNCH related training of the project ensuring the design is in line with the DOH standard.
- Ensure that all training designs including but not limited to TTCF, BEmONCH, BLS and SFA are tailored to the needs, capacity and capabilities of the participants.
- Ensure that all training tools including but not limited to TTCF are in line with the DOH tools.
- Provide plan of activities related to MNCH including but not limited to TTCF, BEmONC, BLS and SFA.
Support and Training (30%)
- Ensure that all staff are familiar with BEmONC and other MNCH related activities.
- Mentor and coach colleagues for any health related and MNCH specific needs.
- Lead refresher training on TTCF of CHWs including providing feedback.
- Initiate training based on the needs and capacity of the CHW.
- Support and lead during technical dialogues with different stakeholders related to MNCH activities.
- Support in the stakeholders review and discussion related to project updates.
Monitoring and Evaluation and Reporting (30%)
- Conduct on site monitoring of TTCF home visits and provide and discuss feedback with the team.
- Update and revised tools based on the feedback and standard of DOH guidelines.
- Consolidate and analyze MNCH related report including but not limited to TTCF, BEmONC, BLS and SFA and coordinate with the M&E, PM and PD.
- She/he should be reporting and based in Tacloban Leyte.
- Conduct quarterly meeting, discussion and feedbacking with the project team.
Coordination and Facilitation (15%)
- Lead in the planning of BEmONC training with EVMC ensuring timely training implementation.
- Lead in the coordination of any activities to different stakeholders (DOH, PLGU, PHO and different government agencies).
- Lead in the discussion and coordination with research partners in the planning of annual project related research.
- Lead the technical dialogue on the E-health system and Telemedicine approaches and operationalize them in partnership with stakeholders.
Other Tasks (10%)
- Responsible in the review of budget related to its activities ensuring proper monitoring and in line with donor standard.
- Support in developing project proposal and concept notes related to MNCH project activities.
- Together with the M&E, PM and PD conduct programmatic review to determine on track of the project and identify catch up plan if necessary.
- Additional works or task if requested by the supervisors or the field team.
Qualifications
- Degree in Health or Allied Health, or other related fields; a Master’s Degree in Public Health or other health-related master’s degree.
- Formal training in Maternal, Newborn, and Child Health (MNCH).
- At least five (5) years of experience in health project implementation, design, and training.
- Proven and solid expertise in Maternal, Newborn, Child, and Reproductive Health programs.
- Strong understanding of and experience in implementing strategies that strengthen the capacity and engagement of community institutions to increase demand for and utilization of primary health services.
- Good English writing and communication skills.
- Relevant work experience in Maternal, Child, and Reproductive Health, preferred.
- Registered nurse, midwife, or licensed health professional with competencies related to MNCH, preferred.
- Willingness to undertake frequent travel to covered municipalities in Eastern Visayas and to the National Office, as necessary.
