ROLE PURPOSE:

The Technical Lead - Health and Nutrition is responsible for developing and supporting the implementation of Save the Children’s Health and Nutrition Program in Zambia. S/he is responsible for the achievement of the Health and Nutrition program objectives as set by the Country Strategy Plan 2025-2027. The TL Health and Nutrition furthermore ensures program development through the identification of new funding opportunities, program design and development of high quality proposals. S/He ensures the development of a network of external contacts through which to promote and inform Save the Children Health and Nutrition program. S/He represents Save the Children with relevant sector government structures and other international partners, including UN and Cooperating Partners. S/He acts as focal point for Zambia in the area of Health and Nutrition, providing guidance to related initiatives focusing on Save the Children’s guidelines, vision and mission. S/He will strengthen the quality of program implementation through the identification of capacity gaps and capacity building strategies, liaising closely with external Technical Advisors within the Save the Children movement. The role will liaise with the MEAL team to ensure quality M&E frameworks and the use of data for decision making through robust monitoring and evaluation. She/ He will work under the direct line management of Director Program and is also expected to work closely with the Head of Program Operations

KEY AREAS OF ACCOUNTABILITY:
Strategic Program Support will include:
- Support implementation of the Health and Nutrition country program in line with the organization’s Country Strategy Plan (2025-2027).
- Assist Health and Nutrition projects and field staff to translate programme plans into annual workplans and activities and support coordination of input into donor reports.
- Provide administrative and technical support to ensure effective coordination across Health and Nutrition project.
Programme Development/Resource Mobilization support:
- Support the identification and tracking of potential funding and programme development opportunities in the Health and Nutrition sector.
- Contribute to the preparation of concept notes, proposals, logical frameworks, and budgets under the guidance of senior programme staff, ensuring alignment with organizational and national policies and guidelines.
- Work closely with the awards and grants teams to support compliance with donor requirements and reporting standards for Health and Nutrition projects at country and field levels
Technical Implementation Support:
- Provide technical support through remote and during field visits to health and nutrition project teams and partners to ensure quality in the design, implementation, monitoring and reporting of project activities
- Stay abreast of emerging global and national evidence and best practices to continuously strengthen program design and implementation.
- Support engagement with relevant government offices including MOH, MCDSS through participation in meetings, technical working groups, and task forces, as well as coordination forums as required.
- Assist and contribute to how project teams use and adapt tools for monitoring and assessing health and nutrition programs.
Advocacy
- Work in collaboration with the Communications and Media Coordinator to articulate the top priority advocacy objectives for health and nutrition in line with the Country Strategic Plan
- Actively participate in and represent Save the Children during advocacy engagements for health and nutrition, such as Child Health Week, Global Breastfeeding Week, World Prematurity Day, and World Pneumonia Day
Knowledge Management, Learning and Innovation
- Support health and nutrition project teams to identify and document human-interest stories, case studies and lessons during implementation for program improvement and sharing with internal and external audiences.
- Participate in the design of TORs, protocols and tools for evaluation and research studies for health and nutrition projects, synthesis of results and reporting of findings internally and externally.
- Support the introduction and scale up of innovations within health and nutrition project areas in collaboration with the Ministry of Health
Representation, Engagement and Partnership Building
- Represents Save the Children in government, partner and donor engagements.
- Actively participate and represent Save the Children in the technical working groups for health, nutrition, and WASH under the Ministry of Health, as well as the health and nutrition emergency clusters
- Engage new and existing strategic and implementing partners and build partnerships to implement the Health and Nutrition country program, to develop new ideas for innovation and to build capacity.
- Manage key partnerships under the Health and Nutrition theme, including those within the government, NGO’s, UN Agencies i.e. UNICEF, WHO, and other collaborating partners (donors).
The post holder may be required to carry out additional duties within reasonableness of their level of skills and experience

QUALIFICATIONS AND EXPERIENCE
- Master’s degree in public health, nutrition, nursing or other related fields.
- At least 7 seven years of relevant experience managing health and nutrition programmes in developing countries.
- Experience working with and providing support to Ministries of Health.
- Knowledgeable of SDGs and global health issues and trends, particularly in primary health care, reproductive health & family planning, maternal and newborn health, nutrition, child health (e.g., IMNCI, iCCM), immunization, WASH, TB, health systems strengthening, and gender equality.
- Demonstrable experience in programme design and proposal development, programme implementation including budget monitoring, human resource management, preparation of reports for various technical and non-technical audiences and in monitoring and evaluation.
- Experience supervising and managing highly skilled technical teams is required.
- Strong, demonstrable analytical and conceptual skills and the ability to think and plan strategically.
- Substantial experience of developing working relations with government, UN agencies INGO partner’s community stakeholders and beneficiaries.
- Ability to work collaboratively as part of a team as well as independently as required.
- Excellent interpersonal, communication and presentation skills and commitment to capacity building of staff with proven skills as a trainer/facilitator and mentor.
- Ability to be self-sufficient and resourceful.
- Ability and willingness to travel to projects and stay in basic conditions.
- Computer skills e.g. Word, Power Point and Excel.
Fluency in written and spoken English
