Job Description:
The Grant Acquisition Specialist will be responsible for the acquisition of grants from international bilateral and multilateral donors, local government donors, and World Vision (WV) Support Offices (SO) in addition to the exploration of service contracts and innovative financing. She / he will lead the development of project proposals for identified funding opportunities in coordination with relevant cross-functional teams. The job holder will be a key contributor to the execution of grant acquisition plan / strategy, partnership development, donor relations, and project proposal development. She/he is also expected to facilitate and promote knowledge sharing and learning in her / his area of work, i.e. grant acquisition management.
All staff are expected to contribute to Wahana Visi Indonesia’s Transformational Development, Advocacy, and Emergency Response approaches, and may be required to support emergency response efforts in a timely, coordinated, and accountable manner.
Strategy Development & Planning
- Support the development, review, revision, and update of short- and long-term grant acquisition management strategies that align with market trends and are built upon Wahana Visi Indonesia’s (WVIDN) areas of excellence and core programs.
- Gather relevant intelligence on market trends and develop donor and partner mapping accordingly to inform WVIDN’s positioning for funding acquisition.
- Coordinate the development, review, revision, and update of strategic engagement plans for donors, WV SOs, and partner organizations.
- Support the conduct of market studies and organizational readiness assessments related to grants, service contracts, and innovative financing in an effort to diversify WVIDN’s funding models.
- Support the development of technical capacity statements for effective value proposition.
Resource Acquisition & Management / Engagement / Project Management
- Proactively explore and monitor funding opportunities from various types of funding models (e.g. grants, service contracts, and innovative financing) and, in collaboration with cross-functional teams, analyze their alignment with WVIDN’s Country Strategy and areas of excellence.
- Analyze how existing project concepts in the pipeline align with available funding opportunities and can be reused for new applications.
- Facilitate blocked-party screening (BPS) and request due diligence (DD) for newly engaged donors and partner organizations.
- Prepare a comprehensive funding opportunity synopsis and a Go / No-Go analysis for the Senior Leadership Team.
- Coordinate any necessary waiver or exemption requests to relevant internal or external stakeholders to ensure application eligibility.
- Facilitate consortium-building efforts and coordinate pre-teaming and teaming agreements with partner organizations.
- Facilitate procurement of external technical consultants and / or grant writers (if necessary).
- Identify potential match-fund sources from WV SOs or WVIDN’s local fundraising.
- Facilitate the development of quality concept notes or full proposals by: 1) Setting up concept-note or full-proposal development taskforces; 2) Developing deliverable schedules; 3) Developing compliance matrixes and / or review tools; 4) Preparing application templates and / or outlines; 5) Facilitating design workshops; 6) Reviewing the completeness and quality of all application documents (e.g. technical narratives, detailed budgets, budget narratives, etc.); 7) Ensuring the timely submission of all application documents; and 8) Coordinating any necessary revisions in response to feedback from donors.
- Review award implementation agreement drafts prepared by donors or WV SOs, negotiate any necessary adjustments, and seek approval from the relevant Senior Leadership Team member.
- Review partnership agreement drafts with partner organizations, negotiate any necessary adjustments, and seek approval from the relevant Senior Leadership Team member.
Capacity Building / Technical Works
- Facilitate project start-up workshops (SUW) to ensure that all relevant internal and external stakeholders have good knowledge and understanding of related awards.
- Share key takeaways from field visits, capacity building activities, and strategic events organized by donors, partner organizations, and WV offices with relevant cross-functional teams.
- Share lessons learned from unsuccessful concept note or full proposal applications with relevant cross-functional teams.
Accountability & Quality Assurance
- Ensure proper documentation of pre-award and award stages of funding acquisition, including but not limited to BPS, DD, Go / No-Go approvals, waiver requests, pre-teaming and / or teaming agreements, concept note or full proposal applications, award notifications, award implementation agreements, and partnership agreements.
- Ensure a smooth handover of awards to Program Department through project SUWs and other relevant mechanisms.
- Document key takeaways from field visits and strategic events organized by donors, partner organizations, and WV offices.
- Regularly update relevant internal knowledge management platforms, including an up-to-date contact database of donors and partner organizations.
- Complete all mandatory organizational compliance trainings and requirements.
Networking & Coordination
- Coordinate and monitor the implementation of strategic engagement plans for donors, WV SOs, and partner organizations.
- Represent WVIDN in strategic events organized by donors, WV offices, and partner organizations.
- Be the primary point of contact for communication with donors, WV SOs, and partner organizations regarding funding opportunities and applications.
Management & Leadership
- Develop and manage annual performance agreement.
- Submit periodical / monthly accomplishment reports.
- Build and maintain positive spirit of working in a team with other staff members in the respective unit and department.
- Provide Christian value and support to enrich the organization's life, faith, Christian commitments, and ministry to the disadvantaged children and communities we seek to serve.
- Be a role model and inspiration in managing work, communication, and relationship with internal staff members and external parties.
- Manage all implementations and risks related to Grant Acquisition Specialist according to organizational policies, guidelines, and standard. This includes risks in fraud, safeguarding, and other related risks.
Requirement
- Bachelor’s degree from International Relations, Social Sciences, Business Administration, or any other relevant fields.
- 2-3 years of working experience in grant acquisition management or business development.
- Fluent in English with a minimum TOEFL score of 550. Candidates must provide a valid TOEFL certificate and include the score on their resume
- Travel: Domestic and International may be required. Ability to travel and participate in field visits, sometimes in remote or challenging locations.
- Adequate physical health to meet the demands of frequent travel and fieldwork.
- Excellent communication skills in English, both written and verbal.
- Able to synthesize often complex, technical information into coherent proposal language suitable for external, international audiences.
- Good knowledge of bilateral and multilateral donors and local government donors, including their profiles, funding streams, policy, and general terms and conditions.
- Good knowledge of innovative financing models, including service contracts.
- Good relationship-building skills.
- Able to work independently in an organized and systematic manner.
- Able to work effectively with cross-functional teams.
