Background

UNDP is the knowledge frontier organization for sustainable development within the United Nations Development System and serves as the integrator for collective action to achieve the Sustainable Development Goals (SDGs). Through its Global Policy Network (GPN), UNDP brings together technical expertise from headquarters, regional hubs and country offices to deliver integrated policy and programme support across a wide range of development challenges. Within the GPN, the Governance, Rule of Law and Peacebuilding Hub leads UNDP’s work on governance, rule of law, human rights and peacebuilding.

The Rule of Law, Human Rights and Security unit is part of the Governance, Rule of Law and Peacebuilding Team at the UNDP Bangkok Regional Hub (BRH). The team supports countries across Asia and the Pacific to strengthen access to justice, advance human rights, promote people-centred justice approaches, and build inclusive, effective and accountable justice institutions. This work contributes directly to Sustainable Development Goal (SDG) 16 on peaceful, just and inclusive societies and supports progress towards the 2030 Agenda for Sustainable Development.

Within this framework, advancing gender equality in justice systems is a key regional priority. Across Asia and the Pacific, women remain significantly underrepresented in judicial leadership positions despite growing evidence that diverse and inclusive judiciaries strengthen public trust, improve access to justice, contribute to more accountable institutions, and promote more gender-responsive justice processes. Research and country experiences demonstrate that greater representation of women in judicial leadership strengthens institutional legitimacy, improves decision-making, and enhances the protection of rights and access to justice.

In response to these challenges and opportunities, UNDP is supporting the establishment of the Asia and the Pacific Women Judges Network (APWJN), a regional platform designed to connect women judges, judicial institutions and justice sector partners to advance peer exchange, leadership development, institutional reform and gender-responsive justice systems. The initiative responds to increasing demand from judiciaries across the region for greater opportunities for peer learning, leadership development, regional collaboration, and evidence on women's representation in justice institutions.

To support the effective implementation, coordination and delivery of this growing regional portfolio on gender justice and women’s leadership in the judiciary, UNDP seeks a Gender Justice Project Analyst (IPSA-9) based in Bangkok.

Duties and Responsibilities

Justice initiatives, with a primary focus on the Asia-Pacific Women Judges Network (APWJN) and initiatives promoting women's leadership in the judiciary across Asia and the Pacific.

The Gender Justice Project Analyst will work under day-to-day supervision of the Rule of Law, Security and Human Rights Specialist, and under the overall guidance of the Programme Adviser, Rule of Law, Security and Human Rights, within the Governance, Rule of Law and Peacebuilding Team at the UNDP Bangkok Regional Hub.

He/She will also work closely with other teams across the UNDP Bangkok Regional Hub to ensure collaboration, learning and innovation on gender justice, including other units within the Governance, Rule of Law and Peacebuilding team as well as the Gender Team and other relevant teams at the Bangkok Regional Hub to ensure quality and timely delivery of expected outputs.

Programme Management and Implementation

Lead the day-to-day implementation and coordination of regional gender justice initiatives, ensuring the effective delivery of programme activities, outputs and results.

• Manage the implementation of the Asia-Pacific Women Judges Network (APWJN) and related initiatives on women's leadership in the judiciary.
• Develop annual and quarterly workplans, implementation schedules, budgets, procurement plans, and risk management measures to support project delivery.
• Coordinate and oversee the implementation of regional and national activities, including judicial leadership colloquiums, consultations, peer-learning exchanges, leadership development programmes, mentoring initiatives, and regional convenings.
• Monitor implementation progress, identify bottlenecks, propose corrective actions, and ensure timely achievement of project milestones and targets.

Technical, Policy and Knowledge Management Support

Support the generation, application and dissemination of knowledge and evidence to strengthen gender-responsive justice systems and women's leadership in the judiciary.

• Support the development of research, policy analysis, guidance notes, knowledge products and practical tools on gender justice and women's representation and leadership in the judiciary.
• Coordinate the collection and analysis of data, evidence, lessons learned and good practices from regional and country-level initiatives to inform programme design and policy development.
• Contribute to the development of policy initiatives and technical guidance on emerging gender justice issues in collaboration with country offices, regional teams and external partners.
• Identify emerging trends and opportunities related to gender justice and women's judicial leadership and support the translation of evidence into actionable recommendations.

Results-Based Management, Monitoring, Reporting and Communications

Strengthen programme performance, accountability, visibility and learning across the regional gender justice portfolio.

• Prepare donor reports, progress reports, briefing notes, presentations, concept papers and management updates.
• Develop and maintain knowledge management systems to document lessons learned, innovations, good practices and success stories.
• Support implementation of communication and visibility activities to promote APWJN and UNDP's gender justice work through publications, events, digital platforms and social media.
• Facilitate regional knowledge exchange and learning among Country Offices, judicial institutions and partners.

Partnerships, Advocacy and Resource Mobilization

Strengthen strategic partnerships and support resource mobilization efforts to advance gender justice and women's leadership in the judiciary across Asia and the Pacific.

• Serve as the regional coordination focal point for APWJN and maintain regular engagement with judicial institutions, judicial training academies, women judges' associations, Country Offices, development partners and other stakeholders.
• Foster partnerships with UN entities, regional organizations, academic institutions, civil society organizations and professional networks to advance programme objectives.
• Support the organization and coordination of steering committees, advisory group meetings, technical consultations and partnership forums.
• Support senior management engagement with donors and strategic partners to strengthen programme sustainability and expand the regional gender justice portfolio. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Required Skills and Experience

Education:

• An advanced university degree (master’s degree or equivalent) in Law, Gender, Human Rights, Political Science, International Relations, other Social Sciences or related disciplines is required. Or
• A first-level university degree (bachelor’s degree) in the areas stated above, in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.

Experience:

• Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant professional experience on programme support and coordination preferably in the area of access to justice, rule of law, human rights or related fields.
• Experience in successfully designing, planning and managing the implementation of multi country or regional initiatives including cross-country knowledge exchange activities and workshops involving multiple countries;
• Experience in leading or facilitating judicial knowledge exchanges, with a track record of successful exchanges, partnerships, and knowledge-sharing activities;
• Experience in planning, coordinating and executing high-profile events, workshops, and forums at both country and regional levels;
• Experience working on rule of law, justice, or gender equality programming;
• Experience in mainstreaming gender equality within international development projects;
• Experience working in the in Asia and/or Pacific region
• Prior UN or international experience.

Required Language(s)

• Fluency in English, both written and oral is required.
• Working knowledge of another UN language is an asset.
