TERMS OF REFERENCE

UNICEF is committed to advancing gender equality and the empowerment of all girls and women as central to its mandate to uphold the rights of every child. This commitment is outlined in the Strategic Plan (SP) 2026–2029, which positions gender equality as a core principle for achieving child rights, and elaborated in the UNICEF Gender Equality Action Plan (UGEAP) 2026–2029. Targeted investments in adolescent girls are an important part of this commitment. In parallel, UNICEF is guided by the seven pillars of its Accountability to Affected Populations (AAP) Framework and adheres to the Inter-Agency Standing Committee (IASC) definition of AAP, as well as the Core Humanitarian Standard (CHS) on Quality and Accountability. These frameworks ensure that affected populations are placed at the center of humanitarian action and are able to participate meaningfully in decisions that affect them.

A Gender Equality and AAP Programmatic Review is a structured process that enables UNICEF Country Offices (CO) to assess gaps, prioritize areas for COs to introduce or strengthen gender equality programming, enhance its AAP commitments and align their programmes with the UGEAP and SP. It supports prioritization and planning of programming and emergency preparedness to achieve the key gender equality results identified. The purpose of this consultancy is to support the undertaking of a GPR and AAP programmatic review in UNICEF Lebanon Country Office (LCO) to shape and refine country programme planning alignment with the UNICEF GEAP 2026-2029.

In anticipation of the new LCO Country Program Document 2028-2032, this consultancy will support a Gender Equality and AAP Programmatic Review. The last GPR in Lebanon was conducted in 2020 during the current CPD. The Gender Equality and AAP Programmatic Review highlights how a Country Programme can strengthen gender equality programming and AAP minimum standards in alignment with the UNICEF Gender Equality Action Plan and Strategic Plan 2026–2029, and UNICEF’s AAP commitments.

Minimum requirements:

• Education: Masters’ degree in gender, sociology, anthropology or related field
• Work Experience:
  • At least 8 years of strong technical skills in gender equality, research and ability to
  • support countries especially gender equality and AAP assessments or reviews.
  • Substantive and programmatic experience in gender equality and AAP issues, including effective feedback channels, with an understanding of social change, is essential.
  • Language Requirements:
    • Proficiency in English is required. Arabic is an asset

      • Demonstrated experience in using evidence based on gender equality in shaping and implementing programmes.
      • Strong analytical skills in gender equality programme design and assessment, ideally at the national level.
      • Some prior experience with UNICEF or UN agency programme planning.
      • Excellent written and verbal communication skills, with strong interpersonal and presentation skills.
