GBV Specialist - Men and Boys UNFPA Dnipro P4 NORCAP

Through its partnership with the United Nations Population Fund (UNFPA), NORCAP supports efforts to strengthen inclusive, survivor-centred approaches that improve protection and access to services for people affected by crisis.

Since the escalation of the armed conflict in Ukraine, gender-based violence risks have increased significantly. While women and girls continue to be disproportionately affected, men and boys are also exposed to violence, including conflict-related sexual violence, detention-related abuse, harassment, and intimate partner violence. UNFPA is working with partners across Ukraine to strengthen prevention, response, coordination, and access to specialised services, while also addressing the psychosocial and reintegration needs of veterans and conflict-affected populations.

This role is central to advancing inclusive, survivor-centred gender-based violence programming and strengthening coordinated responses for men and boys affected by violence in Ukraine.

The position is based in Dnipro, Ukraine, with responsibility for supporting activities nationwide and a particular focus on eastern Ukraine. The assignment is for seven months and reports to the GBV Programme and Coordination Advisor, with day-to-day supervision from the Deputy GBV Workstream Coordinator based in Dnipro.

Responsibilities

• Lead and coordinate inter-agency efforts focused on men and boys affected by gender-based violence, strengthening collaboration, referral pathways, technical guidance, and follow-up actions across partners.
• Provide strategic leadership and technical advice to UNFPA and partners on inclusive gender-based violence prevention and response programming, with a particular focus on male survivors and veterans.
• Design, manage, and oversee programmes addressing the needs of male survivors and initiatives that support violence prevention and mitigation through veteran reintegration and psychosocial wellbeing.
• Strengthen the quality, effectiveness, and accountability of programmes through results-based management, innovation, monitoring, and continuous improvement.
• Guide capacity-building initiatives for implementing partners, humanitarian actors, and UNFPA teams to strengthen sustainable, survivor-centred and male-inclusive approaches.
• Lead assessments, research, service mapping, evidence generation, and knowledge management activities to identify gaps, inform programming, and support evidence-based decision-making.
• Develop technical tools, guidance, policy recommendations, and knowledge products that strengthen national and inter-agency approaches to gender-based violence prevention and response.
• Build and maintain strategic partnerships with government institutions, civil society organisations, protection actors, mental health and psychosocial support partners, and donors, while supporting advocacy and resource mobilisation efforts.

Qualifications

To excel in this role, candidates should possess the following qualifications and skills:

• Advanced university degree in Gender Studies, Social Work, Psychology, Law, Public Health, or another relevant field.
• Minimum seven years of professional experience in gender-based violence, protection, conflict-related sexual violence, mental health and psychosocial support, human rights, or related humanitarian programming.
• Demonstrated expertise in designing, implementing, or advising on programmes for men and boys affected by gender-based violence, including survivors of sexual violence, veterans, or conflict-affected populations.
• Proven experience in gender-based violence coordination, programme development, capacity strengthening, stakeholder engagement, and working with government, civil society, and community actors.
• Strong knowledge of survivor-centred approaches, international standards, and gender-based violence coordination frameworks, including the Inter-Agency Standing Committee Gender-Based Violence Guidelines and ethical information management principles. Experience in conflict-affected settings, particularly in Ukraine or Eastern Europe, is highly desirable.
