Financial Compliance Consultant, The Global Road Safety Partnership (GRSP)

Organizational Context

The Global Road Safety Partnership (GRSP) is a hosted programme of the International Federation of Red Cross and Red Crescent Societies (IFRC), representing a global partnership between business, civil society and government, dedicated to the sustainable reduction of road trauma. In collaboration with its members, GRSP is a leading contributor to global road safety knowledge, and through a participatory approach in its project work, builds capacity of road safety stakeholders and encourages the adoption of global good practice to address local road safety issues.

GRSP manages a competitive grants programme, namely the Road Safety Grants Programme. The Road Safety Grants Programme is funded by Bloomberg Philanthropies, and its primary objective is to support civil society organisations and National Societies to advocate for the passage and implementation of evidence-based legislation to protect road users. This support includes the provision of funding, building the capacity of grantee organisations to effectively advocate, and broader capacity building of grantee organisations to effectively manage projects and funding. At present, the Road Safety Grants Programme is operational in 15 countries around the world.

Job Purpose

The Financial Compliance consultant is a highly technical consultancy position. It will support the Advocacy & Grants Programmes to ensure compliance with donor and IFRC requirements governing the Road Safety Grants Programme; conduct analysis of individual grants against relevant United States tax and legal codes with regard to the use of grants funds for direct lobbying activities (for the Road Safety Grants Programme); build the capacity of grantee organisations to become healthy and sustainable; and provide on-going reviews and analysis of grant application budgets, grantee financial reports, and other Road Safety Grants Programme finance-related documents.

Consultancy Objectives

To assess and monitor financial compliance with BIGRS grantees in low- and middle-income country countries.

Desired Outcomes

Adherence of BIGRS grantees to good financial management practices and financial accountability for funds received.

Job Duties and Responsibilities

At the direction of the Manager, Global Road Safety Advocacy and Grants Programme:

• Complete financial due diligence, as per IFRC/GRSP requirements, on all new grantee organisations under the Road Safety Advocacy and Grants Programme.
• Evaluate and identify lobbying and non-lobbying activities, as defined under United States tax and legal codes, for all new grants under the Road Safety Grants Programme.
• Review and evaluate all budgets and associated financial documents submitted with new grant applications against grant programmatic objectives.
• Review and evaluate all financial reports and associated financial documents submitted by grantees as part of the regular reporting and monitoring structure of the Road Safety Grants Programme.
• Conduct or assist in on-the-ground grant negotiations and site visits, where requested in conjunction with relevant Advocacy & Grants Programme staff.
• Provide training and support to Advocacy & Grants Programme on grants financial management, budgeting, and other finance-related issues, at the direction of the Programme Manager.

Method of Delivery

This Consultant is expected to work independently but with direction and guidance from the Manager of the programme that the Consultant will work for. The Consultant will be expected to travel internationally approximately 3-4 times per year.

Support to be Provided to the Consultant

The Consultant will be provided with administrative support from the GRSP Secretariat, as well as the support and guidance of relevant programme manager, grants administrators and senior officers working in the programme.

Time Allocation

This assignment is for a period from 01 January 2027 to 31 December 2027, working for a maximum of 120 days per year.

Management of Consultancy

The manager for this consultancy is the Manager, Global Road Safety Advocacy and Grants Programme.
