Purpose of the Advertisement
This advertisement invites applications for training leading to potential admission to the Norwegian Red Cross Emergency Response (ER) roster.
It does not relate to a permanent or specific position within the Norwegian Red Cross.
NoRC maintains a roster of trained and experienced specialist delegates who can be deployed at short notice to international emergencies, including natural disasters, armed conflicts, health emergencies, and climate-related crises.
Most delegates are usually employed elsewhere and are expected to have approval from their employers to take unpaid leave during deployment. While on mission, delegates are contracted by the Norwegian Red Cross and receive salary, in addition to applicable allowances.
Typical deployment duration is a minimum of six to eight (6–8) weeks, with emergency operations often lasting four months or longer.

Emergency Response Units (ERUs)
NoRC specializes in deploying Emergency Response Units (ERUs) that provide:
-Prehospital Emergency Care
-Mobile and Fixed Health emergency clinics
-Emergency Hospitals
-Public health services
-Water, sanitation, and hygiene (WASH)
Working Conditions
Delegates must be prepared for demanding and unpredictable environments, which may include:
-Very basic living conditions, often in tents
-Long working hours under high pressure
-Limited resources and infrastructure
-Movement restrictions due to security conditions
-Rapidly changing contexts with limited information for decision-making

Duties and responsibilities

The Finance/Admin and Logistician Delegate will be responsble for:

• Ensuring and maintaining systems to support the efficient day to day operation of the WSR (Water Supply Rehabilitation) or PH (Public Health) ERU. This includes finance, human resources, logistics, coordination and administration support for the team.
• Support and coordinate ERU local staff to undertake professional/technical activities within admin and finance. This could include supervision, mentoring and training.
• Monitor and follow up on regular financial reports and track expenditures against budget;
• Manage and coordinate local procurement for goods and services; Oversee warehousing, transportation, fleet, and asset management.
• Manage, coordinate and maintain the inventory of the ERU equipment

Multi-skilled delegates are essential in supporting roles in an emergency operation.

Qualifications and Experience

Required
-University degree in Finance, Accounting, Business Administration, Logistics, Supply Chain Management, or a related field
-Minimum 3-5 years of professional experience in finance, administration, logistics, or supply chain management.
-Experience in humanitarian or development projects.
-Experience managing budgets, financial reporting, procurement, logistics operations, and administrative functions.
-Knowledge of ERP/accounting systems and logistics information systems.
-Experience working in humanitarian, emergency response, or international development settings is highly desirable.

-Valid driving license (Category B – manual transmission).
-Certificate of good conduct (criminal record) from the country of residence.
Language Requirements
Mandatory: Advanced English language skills (minimum C1 level), both written and verbal
Preferred: Advanced French language skills (minimum C1 level).
Additional asset: Intermediate to advanced proficiency (B2 level or higher) in Arabic, Portugese, Spanish, or Russian.
Health Requirements
Candidates must be in good physical and mental health.
A pre‑deployment medical examination is mandatory.
Availability Requirement
All prospective delegates must be available for at least one deployment per calendar year.
Please be aware that the use of this capacity depends on operational needs in the field.
During deployment, delegates may be seconded to the IFRC, ICRC, or other Red Cross and Red Crescent Movement partners to support emergency response operations in crisis settings, including epidemics, armed conflicts, and natural or climate‑related disasters.
Candidates are responsible for planning work commitments accordingly and must obtain any necessary approvals from their current employers prior to applying.
Eligibility Requirement
Must be eligible for deployment to international humanitarian operations.
This advertisement is open to Norwegian and international candidates.
Successful candidates:
-Remain affiliated with their home country, including continued participation in their national social security and pension schemes, in line with applicable regulations.
-Must be eligible for deployment to international humanitarian operations.
-Will work under a temporary, mission-based contract with the Norwegian Red Cross during deployments.

To be included in the NoRC Emergency Response Roster, selected candidates must successfully complete the following:

2. Mandatory Online Training
24 hours of compulsory online training
3. International Mobilization and Preparation—IMPACT Training—Mandatory (1 week) Dates: 20-26 September 2026.
IMPACT is a vital platform for enhancing knowledge of the humanitarian landscape, exploring specific approaches and tools within the Red Cross and Red Crescent Movement, and deepening our understanding of the fundamental principles.
The course includes presentations, working group sessions, simulation exercises, and mandatory online learning, all aimed at simulating real-world humanitarian scenarios and fostering collaboration within the Movement.
Location: nearby Oslo, Norway.
4. Profile‑Specific Training
Additional training may be required depending on the profile.
Please note all training participation is unpaid. The Norwegian Red Cross will, however, cover all necessary training‑related expenses, including travel, accommodation, and meals.

Deployments and Roster Status
Once all required training and onboarding processes have been successfully completed, candidates become eligible for deployment based on operational needs.
While inclusion in the ER roster does not guarantee immediate deployment, it ensures eligibility for consideration as opportunities arise.
The timing of a first deployment may vary and can take up to one to two years following completion of all processes, depending on humanitarian needs, individual readiness, and overall roster availability.
