As part of the Country Office Finance team, the Finance Technical Officer (FTO) supports the Finance Coordinator in ensuring accurate, timely, and compliant financial operations across payroll and accounting functions. This includes statutory reporting, reconciliations, and audit support, combining technical payroll expertise with financial accounting responsibilities to enhance efficiency and compliance within NRC’s finance operations.

Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
• Coordinates with HR, finance team, projects teams.
Scale and scope of position
Staff:
Supports the work of Finance Technical Assistants and coordinates with area office finance staff.
Stakeholders:
HR Department, Area Office Finance teams, Cash Service Providers, Banks, External Auditors, Tax and Pension Authorities, NRC Regional Office, and Country Office Support Units.
Budgets:
Responsible for ensuring accurate financial transactions and reconciliations related to payroll, statutory obligations, and partner/vendor payments; contributes to financial accuracy of CO and Area Office budgets.
Information:
Handles sensitive payroll and financial data in Agresso/Unit4, banking systems, and audit documentation; ensures data confidentiality and integrity in all financial operations.
Legal or compliance:
Ensures compliance with NRC financial policies, accounting principles, donor regulations, and statutory requirements under Palestinian labour and tax laws.
