Key Responsibilities: This position is responsible for accurate financial bookkeeping and providing quality technical support in implementing Project financial process and ensuring their alignment with financial policies and standard. The role includes responsibility for the daily financial processes, ensuring all transactions comply with WV regulations and donor requirements, and employing strong internal controls. During emergencies, this position may support the daily financial processes to deliver rapid and effective responses, while maintaining accountability. 1. Strategy Development & Planning Engage with program team and Finance Compliance and Reporting to prepare budget / planning periodically and providing historical budget data for further compilation Assist the implementation of the program in the field Generate financial reports for compliance with grant and donor requirements, analyze spending trends and provide feedback and analysis to team leaders and field colleagues on areas with significant over- or under-spending Support the process for close-out at end of funding or project cycle in compliance with donor regulations and manuals. Assist Finance Compliance and Reporting in dealing with donor and World Vision International audits in partnership with national/program offices, providing required information to auditors and participating in the defense of disallowed costs Keep abreast of rules and regulations covering financial management of grants from CCK and communicate with leadership as changes occurs that impact existing protocols Provide consultation regarding the implementation of project level Utilize knowledge of and expertise working in or with program team and fellow implementing partner and utilize this knowledge to manage the project Prepare financial plans, financial reports, amendments, and extensions for the life of an award up to and including close-out 2. Capacity Building Conduct capacity building for community groups including local partners, in simple bookkeeping, financial management, and feasibility studies as needed. Facilitate other non- finance staff in understanding and interpretation of financial statements / report 3. Accountability & Quality Assurance Prepare daily vouchers & codes and data import related (including transactions from Concur). Responsible and conduct the Watchdog utilisation (if necessary) and Blocked Party Screening (BPS) compliance in every project including partners and partners’ suppliers. Review receipt and ensure that all transaction invoices are original with complete supporting documents to ensure that they meet established standard. Review advance request, settlement advance, and reimbursement from AP staff according to finance manual and applicable Limit of Authority (LoA) and are reviewed within 24 hours during office hours. Responsible as “invoice creator” and “central receiver” in ProVision process, ensuring that communication with the Shared Service Center (SSC) is followed up on in a timely and accurately specifically for zonal transactions. Responsible for Control Account process in the ProVision. Protect all organizational assets through the meticulous documentation, monitoring, and insurance of assets as necessary. Regularly update fixed asset register (including the maintenance of fixed asset numbers, labels, and other relevant details), and prepare fixed asset report for each Project. Compile and analyse financial data and trends to prepare comprehensive financial reports. Provide detail data under/overspent to support Project teams and provide suggestion for better financial performance. Provide technical support to follow-up audit/expenditures verification requests and findings. Responsible for the accurate organization and proper filing of all financial documents. Responsible for the administration of fuel voucher and meeting room reservation. Achievement of Organizational Key Performance Indicators. Achievement of 100% BPS compliance rate. Review Original invoices with complete supporting documents. Review of advance request, settlement advance, and reimbursement. Invoice creator in the ProVision process completed. Control account process in the ProVision completed. Update fixed asset register and asset opname. Finance reports & documentation (i.e. financial report, taxes, procurement and payment documents, Labor Distribution Report (LDR), close out report). Coordinate with AP/cluster/Project team to complete variance explanation for all projects. 4. Networking & Coordination Work closely with Finance Compliance and Reporting, Zonal Finance, Operations, P&C, RDC, and other partners (such as selected fellow implementing grant partner to provide a good quality financial report and ensuring the financial documentation of fellow implementing partner / other partners); strong coordination with relevant units complimented by good understanding of finance and procurement business processes Conduct periodic monitoring to fellow implementing partner with Finance Compliance and Reporting 5. Management and Leadership Grow in Christian faith and support to enrich the organization's life, faith, Christian commitments, and ministry to the disadvantaged children and communities we seek to serve. Build and maintain positive spirit of working in team with other staff in respective zonal, unit, and department. Be a role model and inspiration in managing work, communication and relationship with internal staff and external parties. Manage all risks related to contractual and project management according to organization policies, guidelines, and standard. This includes risks in fraud, safeguarding, and other related risks. Complete all other tasks required by the supervisor to effectively assist the zone/cluster in financial and procurement services. Requirement Bachelor degree in Accounting or Management with certification as Public Accountant Certified as Financial Analyst or Chartered Accountant. At least 3 years of experience in accounting, financial management, and administrative work. At least 2 years of experience in international coordination settings and managing grant-funded projects. Experience in handling grant-funded projects supported by Project Non Sponsorship or multilateral donors, particularly CCK (Community Chest of Korea), is an advantage. Ability to communicate effectively both verbally and in writing in English (450 of TOEFL score Managing grant projects, particularly funded by international donors.
