Planning & Budgeting • Provide finance administration support for the project start-up and close-out. • Prepare monthly project specific budget verses actual and produce the variance analysis report.
Expenditure & Income Management • Responsible for all expenditure and payment documentations, filing and recording in SUN system. • Process advances and claim forms from volunteers and staff for reimbursements. • Ensure that all payment requests are valid, have adequate supporting documents and are checked for budget availability and processed timeously in line with standing policy. • Ensure that monthly reconciliations of cash and bank balances and other balance sheet accounts are done and reconciling items followed up timely. • . • Prepare monthly payroll and processing payroll costs to SUN system ensuring that all costs charged to the project are support and reconcile to timesheets.
Risks, Compliance and Audit • Prepare any statutory reports as required and make timely remittance of all statutory payments, local tax filling in line with legal requirements • Support on tax, statutory and audits working closely with the Finance Operations team to ensure audit findings are minimized.
Administration, Logistics & Procurement: • Provide support on VSO travel policies, logistics, and accommodations for employees and volunteers. Administer the processes relating to VSO office facilities and maintenance including contract and insurance. • Provide administrative support for office registration, and responsible for record keeping systems, visa and work permits, liaison with immigration, relevant ministries and Government, in compliance with policies and legal requirement, and provide reporting. • Monitor supplier contracts. Safeguard all project assets from risks and implement asset disposal. Responsible for inventory of VSO’s equipment & assets and maintain stock control database. • Provide administrative support to provide appropriate accommodation for volunteers as per VSO volunteer accommodation standards, coordinate the process of contracting with the MOPSE team. • Liaise with MOPSE project management unit to ensure clearly defined roles and responsibilities with no duplication of effort for volunteer support and administration. • Support the volunteer induction process
Collaboration
Internal Collaboration • Liaise with Global Implementation Team and Global Finance team for project coding, financial information, reporting, inputs on costing of activities. • Provide technical feedback and recommendations on specific grant for continue improvement to the Global Implementation team and Global Finance. • Seek guidance from global procurement, anticipating and raising issues relating to complex procurements and ensure policies compliance.
External Collaborations: • Provide guidance to local partners for financial grant management. • Liaise with donor, audit, and government for compliance. • Liaise with supplier for timely payment. Maintain good working relationships with suppliers and partners to maximize impacts/ values of project assets.
Competence required
Qualifications: • Qualification in Finance & Accounting or Partly Qualified Management Accountant (CMA), Certified Public Accountant (CPA) or Chartered Accountant (ACCA) license or equivalent experience.
Skills and Experience: • Proficient skills in finance administration, accounting, and processing payments • Proficient skills in procurement, logistics, office management and knowledge of laws & regulations in Uzbekistan related to governance, procurements, visa, import & export etc. • Proficient in using financial software, accounting system and reporting packages especially Excel, SUN systems, Q&A XL. • Demonstrated engagement and collaboration skills. • Good IT literacy (Microsoft, Zoom, project management, people management software). • Good verbal and written communications in English and local languages.Competencies and Behaviour
