BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Pacific region comprises 14 Small Island Developing States (SIDS) covered by the World Food Programme (WFP) Pacific Multi-Country Office, which face some of the highest levels of disaster risk globally due to recurrent natural hazards and the increasing impact of climate change. These contextual factors shape the operating environment for emergency preparedness and response, particularly in relation to connectivity and communications.
WFP’s engagement in the Pacific focuses on strengthening national and regional capacities for emergency preparedness and response (EPR), including in logistics, emergency telecommunications, disaster risk management, adaptive social protection, anticipatory action and food security, with an emphasis on supporting government-led systems to better support the most at-risk populations.
Within this context, the Emergency Telecommunications Cluster (ETC) – led globally by WFP under the Logistics and Telecommunications Cluster (LTC) – is activated in the Pacific in a preparedness configuration under the Pacific Humanitarian Team (PHT). This enables sustained readiness efforts, coordination, and capacity strengthening with governments and partners, while ensuring the ability to rapidly scale up telecommunications support during emergencies.
Driven by the ambition to reduce vulnerabilities faced with the increasing impact of climate change, the ETC Coordinator will serve as an active member of the WFP-led Pacific Emergency Telecommunications Cluster team and will be responsible for supporting the implementation of initiatives that strengthen telecommunications resilience across Pacific Island countries under the United States Macro Grant awarded through the Department of State Bureau of Disaster and Humanitarian Response (DHR).

KEY ACCOUNTABILITIES AND RESPONSIBILITIES (not all-inclusive nor exhaustive):

Based in the WFP Pacific Multi-Country Office (PMCO) in Suva, Fiji, under the supervision of the Head of the Technology Unit (TEC) and Pacific ETC Coordinator, the incumbent will be responsible for the following duties:

• Support the strategic planning and implementation of regional ETC preparedness, response and recovery initiatives across the Pacific, contributing to the design and delivery of multi-country programmes.
• Manage assigned projects and portfolios, workstreams or country engagements, ensuring effective planning, stakeholder engagement, and delivery of outputs, while maintaining close coordination with the Pacific ETC Coordinator and liaising with WFP senior management and global counterparts as required.
• Provide senior technical support and advice on emergency telecommunications solutions – including satellite communications, radio networks, and connectivity services- to partners and government stakeholders.
• Contribute to the planning and implementation of ICT capacity assessments and technical missions, supporting the development of recommendations to enhance national infrastructure, coordination mechanisms, and preparedness capacities.
• Support the design and delivery of capacity development initiatives, including trainings, workshops, and simulation exercises, promoting sustainable and locally driven ETC capabilities across Pacific Island Countries and Territories.
• Contribute to resource mobilization and programme development efforts, including inputs to proposals, donor reporting, and strategic positioning of ETC activities in the region.
• Support emergency response operations and deployments, providing coordination and/or technical assistance to government-led responses, and assuming delegated responsibilities as required during surge operations.
• Support the systematic capture, consolidation and analysis of programme and project data across ETC initiatives, ensuring timely and accurate inputs into monitoring and evaluation (M&E) frameworks, donor reporting requirements, and internal reporting processes. Work closely with M&E, Information Management, Project Management and other relevant functions to strengthen data quality, coherence and evidence-based reporting across the Pacific portfolio.
• Act as focal point for Early Warning Systems (EWS), including the Early Warnings for All (EW4All) initiative, coordinating with relevant stakeholders and representing WFP and the Pacific ETC at national, regional and global fora to support the strengthening of multi-hazard early warning and preparedness capacities across the Pacific.
• Contribute to effective coordination and partnership engagement with governments, regional organizations, UN agencies, NGOs, and private sector partners, supporting alignment and interoperability of ETC interventions across the Pacific.
• Provide substantive support in the coordination and representation of ETC activities, and assuming delegated responsibilities as required, including representation at regional and global fora in their absence.
• Perform other related duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

• Advanced university degree in Engineering, Computer Science, Telecommunications, Information Technology, Disaster Management, or other related technical fields, or
• First university degree with additional years of relevant professional experience (Degrees in International Relations, Disaster Risk Management, or related disciplines, combined with relevant field experience in emergency preparedness and response, will also be considered)

Experience:

• 5- 10 years postgraduate professional experience in the relevant field of work, with a background in IT Emergency Preparedness and Response, Emergency Telecommunications and humanitarian and development work.

Knowledge & Skills:

• Excellent analytical, writing and communication skills; knowledge of UN system policies and functions; proficiency in MS Office.
• Excellent oral and written communication skills are essential.
• Experience working with or liaising with governments, UN or regional institutions is desirable.
• Experience in deploying, managing and configuring satellite and radio communications assets.
• Experience working in the Pacific or SIDS is desirable.

Languages:

• Fluency (level C) in English language both oral and written.
