Under the general supervision of the Deputy Representative, the Education Specialist (NO-C) serves as the Head of the Education Section and provides strategic leadership, technical guidance and operational oversight for UNICEF’s Education Programme in the Moldova Country Office.
The Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on education programmes/projects to improve learning outcomes and equitable and inclusive education, especially for children who are marginalized, disadvantaged and excluded from society.
The Specialist contributes to achieving results in line with agreed plans, resource allocations, results-based management (RBM) approaches and methodology, as well as UNICEF’s Strategic Plans, standards of performance and accountability framework.

- Work Experience: At least 5 years of relevant work experience in Education, Programme Management, Programme planning, Research in education. and any other related fields.

- Strong knowledge of education sector policy, planning and governance.
- Knowledge of results-based management, monitoring and evaluation.
- Strong analytical skills, including education sector analysis and the use of evidence for policy dialogue.
- Ability to design, implement and monitor education programmes that deliver measurable results.
- Knowledge of inclusive education, equity-focused programming and learning improvement strategies.
- Understanding of education financing, governance and system strengthening.
- Strong partnership-building, advocacy and stakeholder engagement skills.
- Ability to work effectively across sectors and with multiple partners.
- Knowledge of education in emergencies, resilience and risk-informed programming is an asset.
- Desirables
- Knowledge of Russian is a strong asset. Knowledge of another official UN language (Arabic, Chinese, French or Spanish) is an asset.
- Experience in education policy dialogue, sector planning, education systems strengthening or reform processes is a strong asset.
- Relevant experience in a UN system agency or international organization is considered an asset.
- Previous managerial or supervisory experience is considered a strong asset.
