The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professional to take up the role of Education Programme Development Manager for Haiti. The purpose of the role is to lead the strategic development, technical quality, and scale-up of NRC’s Education Core Competency in Haiti, including programme design, fundraising, technical oversight, and support to implementation. As an Education PDM, you will be responsible for the technical and strategic development of the Education Core Competency (CC), and you will provide strategic direction and quality assurance for NRC programming. You will provide technical oversight to programme implementation, including through local partners, and lead mentoring, training and capacity strengthening of staff and partners.

The expansion of organised criminal groups and their clashes with the police, self-defence groups, and multinational forces have worsened insecurity, causing massive and repeated displacement. In January 2026, IOM estimated the number of internally displaced persons at 1.45 million.
NRC is committed to expanding its presence in Haiti, particularly in hard-to-reach areas, while exploring opportunities to further strengthen its interventions. To support this ambition, NRC is seeking a Head of Programme to lead on strategic development, ensure program quality, and oversee technical compliance across its operations in Haiti.
