For every child, the right to a Champion

As an Education Officer, the Education Section will lead and expand the large-scale, quality learning programme across Gaza and the West Bank, focusing on foundational learning, learning continuity and recovery. In the scale-up context, and urgency in the humanitarian and development nexus, the programme will continue to grow, strengthen quality learning through recovery support, scale and institutionalize learning, expand access to learning centers (LCs), and strengthen systems in partnership with the Ministry of Education and Higher Education. The section will advance governance, accountability and community participation mechanisms, particularly in Gaza, in coordination with UNICEF's scale-up digital and remote learning initiatives in the West Bank and East Jerusalem.

The proposed structure is organized around four pillars: Access, Quality, System Strengthening and Governance, and Education in Emergencies, each supported by aligned human resource capacities. These pillars apply across Gaza and the West Bank including East Jerusalem, while allowing for contextual differences in implementation and operational demands.

How can you make a difference?

Under the overall direction of the Education Specialist (P3) in Gaza, the Education Officer (NO-2) provides technical and operational support to the scale-up of Learning Centres (LCs) in Gaza. The incumbent supports UNICEF State of Palestine in implementing the education response through close coordination with the Ministry of Education and Higher Education (MoEHE), implementing partners, and other stakeholders. The role also provides dedicated support to disability inclusion and multi-sectoral inputs within the Gaza Scale-Up Strategy, ensuring equitable access to quality learning opportunities for children, including those with disabilities.

Minimum requirements

• Education: Bachelor or equivalent (First Level University Degree) in Education, Psychology, Sociology and any other related fields
• Work Experience: At least 2 years of relevant work experience in education programme planning, management, and research is required. Demonstrated experience in programme management, as well as experience providing and/or overseeing specialized services for children with disabilities or children with additional needs is required.
• Skills: Strong skills in effective communication with diverse stakeholders are required.
• Language Requirements: Fluency in English and Arabic is required

Desirables

• Language: Knowledge of another official UN language (Chinese, French, Russian or Spanish) or a local language is an asset
• Understanding of local supply chains and operational capabilities of agencies operating in the Gaza Strip is considered an asset.
• Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts is highly desirable.
