What we do
Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence.
In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on.
We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.
Purpose
Economic Security Generalist 2 plans, assesses, designs, implements and monitors the ICRC’s Economic Security (EcoSec) programme in line with the country strategy and under the supervision and guidance of their hierarchical superior.
GENERAL DUTIES

- Prepares material and logistics for trips into the field.
- Collects field and other data using data-collection tools and devices, Enters data into the survey database and the Programme Management Tool (PAM)
- Maintains and updates databases. Provides verbal reports after field visits.
ACCOUNTABILITIES AND RESPONSIBILITIES
Working under supervision of Economic Security Delegate and with support from EcoSec Cash and Market Specialist, Agronomist, and/or Economic Security Team Leader, has most of the following responsibilities: following responsibilities:
Functional Responsibilities:
EcoSec Assessments:
- Contributes in designing or adjusting data-collection tools.
- Performs mid-level qualitative and quantitative data analysis, describes results and produces data visualizations.
- Collects secondary information from the available sources proactively to complete the assessment and analysis of the Economic Security Situation in the AoR.
- Collects nutrition information at the household level; uses their basic understanding of malnutrition to identify vulnerabilities and nutritional shortcomings.
- Produces EcoSec Assessment reports according to the EcoSec Assessment Report template/format or integrated assessment report format.
- Contributes and carries out the response analysis jointly with the team according to EcoSec Assessment guidelines.
- Contributes to designing and implementing voucher, fair, food/cash-for-work, cash transfer and microeconomic initiative programs.
- Contributes to the design, and implementation of agro-interventions at field level (e.g. food production and income support in farming communities)
- Initiates and contributes to the drafting of reports and project proposals related to food production and income support interventions in rural communities.
- Reviews reports from the other FOs linked to emergency response and agro interventions and submits final drafts to the SD EcoSec delegate for final approval.
- Supports other EcoSec FOs and Natonal Societies teams to respond to emergency and Agro interventions (needs assessment, design, on site aid distribution and monitoring), including income support projects in rural communities as required
- Proactively engages in the designing and planning of the interventions based on EcoSec assessment carried out.
- Drafts project proposals with high quality and submit for further processing.
- Facilitates and participates in thematic feasibility assessments (e.g. cash, livestock, agriculture, etc.).
- Plans, organizes and implements livelihood interventions in his AoR according to the EcoSec Strategy and Operational Plan in a timely and efficient manner.
- While designing, planning and implementation of the interventions, pro-actively ensures the participation of A&E teams (including Accountability team).
Registration, selection, Verification of Beneficiaries:
- Carries out registration of beneficiaries, enters beneficiary data into standard beneficiary database with accuracy, compiles the beneficiary lists, and verifies the beneficiaries prior any assistance as per the agreed registration methodology (Community Based Targeting or HH registration).
- For Cash Transfer Programs, supports the cash team in verifying the beneficiaries by accompanying them to target areas and participates in the actual verification of households where feasible.
- Maintains and updates the beneficiary registration database and ensures to share with his immediate supervisor and other team members in a timely manner.
- Independently Plans, organizes and carries out distribution as per the SD EcoSec plans while following the quality benchmarks as elaborated in the EcoSec Operational plans or otherwise.
- Enters data into and maintains the survey database and the EcoSec Programme Management Tool (PAM).
- Performs mid-level qualitative and quantitative data analysis.

- Collects data using methods that are in line with the household economy approach.
- Collects and analyses market price data.
- Collects nutrition information at the household level; uses their basic understanding of malnutrition to identify vulnerabilities and nutritional shortcomings.
- Analyses strengths, weaknesses, opportunities and threats (SWOT analysis) to identify possible response options.
- Contributes to identifying response options based on an analysis of EcoSec core components (food consumption/production, living conditions, income support and capacity-building).
- Contributes to designing a good method for registering beneficiaries.
- Contributes to developing methods, plans, implementation, logistics and reporting for aid distribution.
- Contributes to designing and implementing voucher, fair, food/cash-for-work, cash transfer and microeconomic initiative programs.
- Contributes to analyzing the security, socioeconomic, cultural and political environment related to the ICRC.
- Translates documents for internal use and interprets upon request.
- May provide supervision, guidance, support and appraisals for EcoSec staff at the B1 levels.
ADDITIONAL DUTIES
- Follows up on all work-related messages and correspondence with the relevant contacts and departments;
- Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position;
- Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses.
- Appropriately represents the ICRC during activities, in meetings, and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.
- Takes responsibility for their professional learning and development.
- Process and manage all EcoSec project payments and prepare monthly cash forecasts.
- Maintain and regularly update the beneficiary database; perform internal duplication checks.
- Prepare movement plans for the EcoSec team and act as back-up focal point for the Middle Area.
- Receive, document, and resolve beneficiary complaints, particularly related to payments or PalPay codes, in coordination with relevant colleagues.
- Support Post-Distribution Monitoring (PDM) and/or Post Harvest Monitoring (PHM activities by coordinating with the cooperation department, coaching volunteers.
- Verifying selected workers’ data in the database to avoid duplication or repeated employment.
Support the AoR focal Point in the following duties
- Monitor and flag to EcoSec TL/ delegates and Field teams dynamics, emerging trends, challenges and events affecting economic security in the AoR.
- Advise field teams in the identification of needs and prioritization exercises in the AoR.
- Contribute to monthly AoR meetings, providing suggestions, and proactively intervening to highlight gaps in humanitarian work or emerging needs.
- Support multidisciplinary efforts in the AoR.

Certifications / Education required
- University degree in Economics, Development studies, Sociology or Agriculture/Veterinary science

Professional Experience Required
- 4-6 years’ experience in a similar field of activity.
- Comprehensive knowledge of and exposure to a wide range of humanitarian assistance and emergency relief
- Excellent analytical, negotiation and communication skills
- Excellent knowledge of political, social, economic and cultural aspect of Gaza
- Computer proficiency especially in MS Office suite
