The Climate Investment Funds (CIF) is the world's largest multilateral climate fund, with $13.5 billion channeled through six Multilateral Development Banks (MDBs) to 78 countries. CIF financing catalyzes climate action in developing and middle-income countries by funding transformational projects that reduce emissions, build resilience, and accelerate the transition to clean energy and sustainable development.
CIF operates through a unique partnership model that brings together governments, MDBs, the private sector, and civil society. This collaborative approach ensures that climate finance reaches those who need it most while testing innovative solutions that can be scaled globally. As climate challenges intensify and the demand for climate finance grows, CIF continues to expand its instruments and impact. In 2025, CIF became the first multilateral climate fund to access capital markets, unlocking $500 million in private sector capital with the CIF Capital Markets Mechanism (CCMM).

The Senior Officer will support CIF’s engagement with donors, MDBs and strategic partners on financial instruments of contribution with a view to drive resource mobilization and advance innovative approaches for capital deployment.
Duties and accountabilities:
1. Donor Engagement on Financial Innovation
• Engage donor governments and institutions, philanthropies and other providers of concessional resources on contribution modalities and their applicability to CIF programs.
• Support negotiations and discussions on terms of contributions, including financial, legal, and governance considerations.
• Develop, market and implement innovative fundraising instruments (e.g. callable capital, first loss guarantees, etc.).
2. Contributions Execution
• Assess executability of contributions against MDBs’ financing frameworks, World Banks (as Trustee) policies and procedures and CIF objectives ().
3. Support CIF Leadership
• Contribute to CIF’s resource mobilization strategy with a focus on diversifying contributions instruments and improving capital efficiency.
• Support high-level fundraising engagements where financial structuring and innovation are central.
4. Other Support
• Undertake additional strategic and analytical tasks as required.
Selection Criteria
• Advanced degree (master’s or equivalent) in Finance, Economics, Development Finance, or a related field.
• Minimum 12–15 years of relevant experience in development and climate finance, notably engaging donor governments and development finance institutions on financing mechanisms.
• Strong understanding of donor government approaches to channeling climate and development finance, including related instruments and modalities, and their engagement with the MDBs.
• Demonstrated expertise in working with donor governments in preparing and structuring contribution agreements with partners, including innovative instruments such as returnable/repayable contributions, blended finance and guarantees.
• Excellent analytical skills, with the ability to explain complex financial concepts.
• Experience in mobilizing resources from alternative providers of concessional finance – including non-traditional donors such as emerging economy contributors, or philanthropic entities – and/or in structuring non-traditional financial contributions such as guarantees, returnable capital, or other innovative financing instruments beyond traditional grant-based contributions.
• Strong written and verbal communication skills, including preparation of high-quality, executive-level materials.
• Ability to manage multiple stakeholders and deliver results in a fast-paced, high-level environment.
Additional desirable qualifications:
• Familiarity with legal, fiduciary, and accounting frameworks governing donor contributions and financial instruments.
• Understanding MDB business models and the international climate finance architecture.
• Experience in structuring financial deals and capital market instruments, such as bonds or risk transfer mechanisms.
• Experience supporting financial innovation initiatives within MDBs or international financial institutions.
• Strong professional network across donor agencies and climate finance institutions.
• Experience advising or providing strategic support to senior leadership (VP/DG/CEO level) on climate and development finance related matters.
