The Development Economics (DEC) Vice Presidency
DEC is the primary hub of the World Bank's knowledge system. Through its various functions – research, global analysis and development data – it serves member countries and the Bank in generating knowledge and absorbing, disseminating, and utilizing it for economic development and poverty reduction around the world. DEC seeks to increase understanding of development policies and programs by providing intellectual leadership and analytical services to the Bank and the development community. DEC's structure reflects these objectives, comprising the Development Research Group, Development Data Group, Global Indicators Group, Development Impact Evaluation Group, and a Development Policy unit.
The Development Economics Planet (DECPT) unit within DECRG provides intellectual leadership, technical assistance and substantive advice to counterparts both inside and outside the World Bank on all aspects of agriculture, environmental management, climate change, and infrastructure. Within DECRG, the Land Team conducts research, analytical work, and policy dialogue on land governance at national, regional, and global levels. It also supports operational teams to help design and evaluate interventions to improve land rights security, operation of land and other factor markets, and land use.
Responsibilities
The Land team's EU-supported work on Ukraine aims to support legal and institutional reform and programs to (i) support EU accession by creating the infrastructure to deliver agricultural support in line with EU guidelines; (ii) fostering rural diversification and growth by improving access to information and lowering transaction costs in land and associated rural markets (labor, credit, output, input, insurance); (iii) expanding access to savings and credit including by developing instruments for long-term land-based finance.
The ETC will support the unit's research program in Ukraine in four areas, namely (i) using administrative and remotely sensed data to help improve agricultural production statistics, in particular to improve measures of profitability at the level of plots and production units and advise on sampling strategies to cover under-reported populations; (ii) deepening research on the exercise of market power in agricultural land markets by assessing the productivity impact of land market monopsony and assess the effectiveness of different strategies, including information campaigns, to reduce it; (iii) supporting mass valuation of agricultural and urban land as a basis for credit access and own-source revenue generation by local councils; and (iv) supporting piloting of efforts to increase farmers' access to credit, insurance, and secured output markets and assessing the impact of doing so.
Operationally, the ETC will take responsibility for (i) implementing all aspects of the Geospatial Aid Application (GSA) pilot and establishment of a functioning Land Parcel Identification System (LPIS) and Integrated Administration and Control System (IACS) in the country, while working in close coordination with the European Commission's Joint Research Centre (JRC); (ii) support the Ministry of Economy, Environment and Agriculture's (MEEA's) efforts to maintain and expand the State Agrarian Registry (SAR) to comply with European Union (EU) regulations to accelerate access to EU agricultural markets and eventually the EU; and (iii) maintain dialogue with the agencies in charge of the State Land Cadaster and the Registry of Rights regarding API-based data access to provide up-to-date monitoring information to the public and to the Bank teams working on agriculture, governance, and related sectors. In addition, the ETC will support any other tasks assigned by the Task Team Leader (TTL).
Selection Criteria
Do you meet the following selection criteria? If so, we encourage you to apply:
• PhD in economics or related discipline
• Track record of economic research on Ukraine; familiarity with EU agricultural policy frameworks and statistics is an advantage
• Strong analytical skills and familiarity with literature on impact evaluation; familiarity with the literature on land tenure, institutions, and markets
• Demonstrated ability to work with survey, administrative, and geospatial data
• Pipeline of journal publications or publishable work in progress
• Strong communication and presentation skills; proven ability to communicate effectively with policy makers
