The ITS Business Administration Department (ITSBA) is a central pillar in the World Bank Group's IT, responsible for managing the business of ITS. ITSBA serves as a strategic catalyst, navigating IT transformation, endorsing agile and lean methodologies, and sculpting the IT workforce blueprint. It champions stringent governance, proactive risk management, and unwavering compliance with policies and standards, while also ensuring meticulous financial oversight of IT resources. ITSBA is the driving force behind organizational change and transformation efforts, instilling a culture of innovation and continuous learning. ITSBA is responsible for equipping the IT workforce with the necessary skills to address both present and future technological advancements and managing strategic sourcing and vendor management.
ITSPE Context
IT People Engagement & Development (ITSPE) unit as part of the World Bank Group Information and Technology Solutions operates at the intersection of technology upskilling, learning, IT workforce strategy, and agile transformation. Its mandate is twofold: 1)Ensure the WBG organization has the right technology skills, digital fluency, and adoption capability—at the right time—to realize value from technology investments and enable successful digital transformation, 2)Build and sustain the right technology workforce, skills, leadership, and engagement in IT to enable agile delivery of business priorities and support digital transformation. The unit leads:
• Technology Learning Strategy & Roadmaps – Defining the critical technical capabilities ITS must build (cloud, data, AI, cybersecurity, agile, DevOps, etc.) and orchestrating structured, role-based learning pathways aligned to product and platform strategies.
• IT Workforce Strategy, Workspace & Skills Planning – Using workforce analytics, skills intelligence, and labor market insights to anticipate capability gaps and inform build/buy/borrow decisions in IT. This includes strategic workspace planning, global talent distribution, follow-the-sun models, and high-performing team collaboration environments.
• IT-Specific Talent & Career Architecture – Designing skills-based role clarity, career pathways, and capability progression frameworks tailored to a modern technology organization. Developing partnerships
• Engagement & Agile Culture Enablement – Translating engagement insights into operational and environmental improvements that strengthen psychological safety, team effectiveness, inclusion, and delivery performance in an agile technology organization.
Duties and accountabilities:
ITSPE is seeking an Engagement, Culture and Employee Experience Officer (ETC2) to design and implement integrated engagement strategies, strengthen a cohesive and agile ITS culture across global hubs, and enhance transparent, consistent, and compelling employee communications. This is a 1-year Extended Term Consultant position.
Key Responsibilities
1. Employee Engagement & Culture Initiatives
•Design and implement ITS-wide employee engagement strategies aligned with organizational priorities.
•Develop and manage engagement programs including recognition initiatives, listening campaigns, and staff forums.
•Support leadership in fostering a culture of psychological safety, collaboration, and continuous feedback.
•Partner across regions to ensure a consistent yet locally relevant engagement approach.
2. Internal Communications Strategy & Execution
•Develop and execute a structured ITS internal communications strategy aligned with key initiatives.
•Draft leadership messages, newsletters, townhall materials, and intranet content.
•Ensure messaging is clear, consistent, and tailored to stakeholders.
•Establish communication governance and editorial calendars.
3. Change Management & Organizational Alignment
•Lead communication and engagement components of transformation initiatives.
•Design and implement change communication plans.
•Facilitate workshops and feedback sessions to reinforce key messages.
4. Stakeholder Engagement & Leadership Support
•Partner with ITSBA leadership, HR, and ITS management teams.
•Provide advisory support on communication and engagement strategies.
•Support leadership forums, townhalls, and key events.
5. Engagement Insights & Reporting
•Design mechanisms to gather employee feedback such as surveys and listening sessions.
•Analyze engagement data and provide actionable insights.
•Develop dashboards tracking engagement metrics and communication effectiveness.
Other Duties and Responsibilities as Assigned
Selection Criteria
• Education & Experience: Master’s degree with 5 years of relevant experience, or Bachelor’s degree with 7 years of experience.
• Engagement & Communications: Experience in employee engagement, internal communications, or agile culture transformation, with strong stakeholder engagement skills.
• Organizational Change: Proven experience working in organizational change and transformation environments.
• Employee Engagement Practices: Experience designing and implementing engagement initiatives (e.g., campaigns, events, surveys, recognition programs), with understanding of employee experience principles and participation drivers.
• Analytical Skills: Strong analytical and research skills, with the ability to use data to inform decisions; proficiency in Excel and/or Power BI.
• Communication: Excellent written and verbal communication skills.
• Technology & Tools:
• Understanding of the IT landscape and use of digital tools to enhance engagement
• Proficiency in Microsoft 365, Teams, Zoom, Webex, and collaboration platforms
• Experience with SharePoint site design and management
• Familiarity with digital engagement tools and AI tools (e.g., Microsoft Copilot)
• Project & Delivery Skills: Strong project management and organizational skills, with attention to detail and ability to manage multiple priorities.
• Teamwork & Agility: Ability to work effectively in fast-paced, geographically dispersed teams.
• Agile Practices: Familiarity with Agile and SAFe frameworks, including facilitating ceremonies (e.g., sprint planning, stand-ups, retrospectives, reviews).
