The WBG Knowledge Bank
In 2026, the WBG launched the Knowledge Bank — a WBG-wide institutional transformation that fundamentally reshapes how the institution generates, shares, and applies knowledge across its public and private sector work. The Knowledge Bank is organized around five cross-institutional Verticals — People, Planet, Prosperity, Infrastructure, and Digital and AI — each bringing together IBRD/IDA and IFC teams under a unified structure to develop enabling policies and scale proven solutions. Global Health Directorate
The Global Health Directorate leads the WBG's health agenda, partnering with governments and the private sector to strengthen health systems, improve health outcomes, and accelerate progress to expand access to quality, affordable health care. The Directorate provides intellectual leadership, technical expertise, and operational support to country teams working across the full spectrum of health systems challenges — from primary care delivery and health financing to health emergency preparedness and response and healthy longevity. Collaborating across technical, geographic and institutional boundaries, the Global Health Directorate supports regional teams to deliver on the Bank's corporate health commitments — reaching 1.5 billion people with quality, affordable health services and building resilience in 66 countries — while supporting the creation of more and better jobs.
The Global Health Directorate is led by a Global Director supported by two Practice Managers that oversee the Directorate’s two units — Policy & Regulations (P&R) and Solutions and Impact (S&I) — and a Front Office responsible for strategy, partnerships, risk management, external and internal engagement, and talent and budget management. A Central Health Secretariat reports jointly to both Managers and serves as the operational bridge between the two units, managing portfolio and pipeline, Health Compacts, CPF upstream engagement, and regional outreach. Two cross-cutting layers — Methods, Impact Measurement and Innovation and Digital and AI — provide foundational technical support to all programs within the Directorate.
Health Policy and Regulation Team
The Health Policy and Regulation team within the Global Health Directorate is responsible for the normative, policy, and regulatory frameworks that underpin the WBG's global health agenda. It houses four dedicated programs: Mission 1.5 Billion Health Beneficiaries (health service delivery, health financing, and healthy longevity); Policy and Regulation of Mixed Health Systems (PPPs, health sector value chains, and the Health for Jobs agenda); Resilient Health Systems (health emergency preparedness, response and resilience, climate change, and public health and disease prevention); and Nutrition. Together, these programs generate the evidence, norms, and policy tools that guide both WBG country operations and broader global health policy dialogue.
Opportunity
The Methods, Impact Measurement, and Innovation (MIMI) team within the Health, Nutrition, and Population (HNP) Global Directorate is seeking to hire an Extended Term Consultant (ETC) based in Washington, D.C., to lead work on supporting country operations with best practices in measurement, data system strengthening, monitoring and evaluation (M&E); corporate reporting; portfolio monitoring; and knowledge systems that support results-driven decision-making across the HNP portfolio.
The ETC will play a central role in strengthening the Global Directorate’s ability to support the design and implementation of HNP projects with strong M&E and data systems components and monitor progress against corporate commitments—including the World Bank Group Corporate Scorecard, Targets and internal KPI frameworks—and to generate high-quality, actionable insights on portfolio performance. The position will also contribute to advancing the methodological and knowledge agenda of the Directorate, including the development of a methods library and engagement with innovation initiatives across the WBG.
The ETC will work closely with Global Directorate teams; regional operations teams; and internal research, innovations, and results units to ensure a coherent and forward-looking approach to data systems strengthening, M&E, results measurement, analytics, and methodological innovation. The ETC is expected to be a self-starter with strong analytical and communication skills, M&E and data systems expertise, experience in portfolio analytics and corporate reporting systems, and the ability to translate complex data into clear messages for senior management. Travel to client countries and/or representing the World Bank at external events may be required.
DUTIES AND ACCOUNTABILITIES
Strengthening Data Systems, Measurement, and Results Frameworks in HNP Operations
•Lead the development and dissemination of a comprehensive set of best practice standards, guidance, and criteria to strengthen client data systems and measurement approaches through HNP operations, collaborating with internal and external partners to co-develop and continuously refine these standards, tools, and guidance.
•Lead the development and curation of a library of best practice HNP results framework indicators, aligned with TIP solutions, Corporate Scorecard priorities, and other institutional commitments, to support harmonization and comparability across operations. Spearhead their integration as part of project design.
•Ensure that HNP operations are systematically supported with high-quality and consistent measurement, robust data systems, and appropriate impact evaluation design, strengthening operational quality and implementation readiness. This will be accomplished through providing upstream technical support to task teams to embed best practice data systems, measurement strategies, and impact evaluation components throughout the project cycle.
•Leverage digital tools and AI-enabled approaches to enhance efficiency, consistency, and quality in results framework design, data system strengthening, and measurement processes across operations.
Corporate Reporting and Strategic Results Monitoring
•Lead HNP corporate reporting processes, including data collection, validation, and quality assurance for Corporate Scorecard indicators and related reporting frameworks.
•Spearhead the implementation and continuous refinement of corporate reporting methodologies and guidance, including alignment with evolving corporate requirements.
•Provide technical support to task teams and regional focal points on corporate reporting requirements, portfolio monitoring tools, and results frameworks; this includes guidance to task teams on mainstreaming corporate priorities into project design and reporting.
•Develop guidance notes, training materials, and workshops to strengthen capacity in corporate results measurement and reporting.
•Lead analytical inputs to periodic corporate reporting products, including quarterly and annual updates for senior management and the Board.
Portfolio Monitoring and Performance Analytics
•Using innovative approaches, engage internal partners to lead portfolio-wide analysis of priority themes based on review of PADs, ISRs, ICRs, and results frameworks
•Undertake analyses of results framework indicators to identify opportunities to strengthen reporting quality, improve indicator design and alignment, and enhance outcomes orientation across operations.
•Develop and maintain portfolio monitoring tools and dashboards (e.g., Power BI) to track performance against KPIs and corporate commitments.
•Develop high-quality analytical outputs and visualizations tailored to senior management audiences, including briefing notes and presentations.
•Spearhead the development of results narratives linking portfolio-level results to corporate commitments, including the 1.5 billion target.
Methods and Innovation for the Directorate
•Lead the development and advancement of a Directorate-wide methods and innovation agenda, ensuring that analytical approaches are scientifically robust, operationally relevant, and aligned with corporate priorities.
•Design and maintain a structured methods library capturing best practices, standardized approaches, and practical tools to support achievement of the four dedicated programs described above (with special focus on the 1.5B mission).
•Identify priority methodological and analytical gaps that constrain the Directorate’s ability to achieve its missions.
•Drive innovation in methods and analytics by translating emerging approaches into practical, scalable applications for use in operations, in collaboration with internal operational and research teams, GFF, the Innovation vertical, and external partners.
•Develop and implement a Knowledge Advisory Council for the Directorate to guide the methods and innovation agenda, ensure alignment with best practices, and inform the evolution of analytical approaches.
Selection Criteria
The ideal candidate for this position will be a highly motivated individual with a background in outcomes measurement, monitoring and evaluation, and/or health systems. Successful candidates will have strong interpersonal skills, ability to work effectively as part of a team, program management experience, analytical ability, and communication and presentation skills. Additional requirements for this position include:
•Master’s degree in public health, health economics, data science, or related field combining HNP domain experience with measurement, analytics, or evaluation expertise.
•Minimum eight years of relevant experience in M&E, data systems, outcomes measurement, portfolio analytics, monitoring and evaluation, or data-driven decision-making in the health sector.
•Strong expertise in at least three of the following areas:
•results measurement and evaluation methodologies
•M&E and data systems strengthening expertise in LMICs,
• experience managing institutional or corporate reporting cycles,
•experience with indicator frameworks, KPI governance, and data validation,
•ability to work with large operational portfolios and multiple reporting systems,
•experience producing executive-level results narratives from quantitative data,
•familiarity with data visualization and dashboarding tools,
•ability to balance technical rigor with tight timelines and stakeholder coordination.
•Demonstrated experience translating methodological and analytical approaches into practical tools, guidance, and applications for operational teams.
•Experience working across institutions or with external partners to develop and scale innovative approaches to measurement and analytics.
•Excellent technical writing and verbal communication skills, including the ability to present ideas clearly and concisely, lead strategic dialogue with key stakeholders (internal and external). Excellent written and spoken English essential; fluency in a second language is a plus.
•Ability to work in cross-cultural, multidisciplinary teams and adapt to resource-constrained environments.
•Enthusiasm, energy, and composure under pressure.
