Infrastructure Vice Presidency

Globally, one billion people live more than 2 kilometers from all-weather roads, 685 million people lack electricity, and nearly 4 billion people lack internet access. The Global Knowledge Unit for Disaster Management, Solutions & Impact (KIUSD) supports low and middle-income countries to understand, manage, and reduce their risks from natural hazards and climate change. Within KIUSD, the Global Facility for Disaster Reduction and Recovery (GFDRR) umbrella trust fund is a global partnership that helps low- and middle-income countries better understand and reduce their vulnerability to natural hazards and climate change. KIUSD has 14 Global Thematic Areas, which provide grant financing, analytics, and technical assistance to the most vulnerable countries and communities where it will have the greatest positive impact. Job Duties and Responsibilities:

KIUSD is seeking a qualified and motivated professional to form a critical part of the disaster risk analytical work and contribute to teams within the unit and beyond, for the implementation of activities under the Disaster Risk Analytics thematic area.
Tasks include providing expert technical inputs and operational expert support on disaster risk analytics to Task Teams and World Bank clients (advice on technical studies for project design and implementation, post disaster damage assessments, developing disaster risk financing strategies, joining field missions and virtual meetings with client governments). The E T consultant will work the Disaster Risk Analytics team and will be expected to contribute or lead knowledge products related to risk analytics, and climate and disaster risk management under other KIUSD Global Technical thematic areas. The E T Consultant will work closely with the Task Team Leaders and core staff of the Global Knowledge Unit for Disaster Management, Solutions & Impact (KIUSD) under managerial supervision of the Practice Manager of KIUSD:
• Under the supervision of the TTL, support the development and implementation of flood risk analytics that input into post-disaster damage tools and applications including Global Rapid post-disaster Damage Estimation (GRADE) remote assessments.
• Engage with regional TTLs and government counterparts on the risk analytics methodologies and results.
• Develop the risk analytics capabilities with the TTL and team through the development and improvement of flood risk modelling products, innovations, coding, and tools to support Bank operations and client engagements.
• Support the implementation and procurement of flood and climate related risk reduction, preparedness and climate adaptation technical activities to be carried out by client or other experts and ensure integration of disaster risks management into broader multi-hazard risk reduction strategies and response plans.
• Where necessary, discuss and define with the task teams the technical requirements for activities in Flood Risk Management Technical Assistance, and identify terms of reference, international experts or institutions that can support the activity.
• Cultivate and advance partnerships with firms, consultants, external institutions, and internal World Bank teams for the co-development of new products, support to operational Task Teams, and advancement of the field of flood risk management.
• Illustrate Program advancements and contributions in the form of blogs, peer-reviewed papers, conference contributions, etc.
• Contribute to programmatic outputs including results monitoring, reporting, budgeting, and branding.
• Contribute to the work of KIUSD teams, facilitating team building, learning and knowledge sharing and collaboration.
• Carry out other tasks relevant to support the overall objective of the position.

Selection Criteria

1)Master’s degree (or PhD) in Risk Modelling, Civil Engineering, Hydraulic Engineering, Hydrology, Risk Analysis, Disaster Risk Management, Geotechnical, and/or relevant fields.
2)A minimum of 5 years of relevant professional experience is required. Practical experience in disaster risk analysis, hydraulic and hydrological modeling modelling and other hazards is required
3)Experience in producing technical deliverables including reports and presentations, project coordination, Technical Assistance (TA) is preferred.
4)Working knowledge of World Bank operations, especially in disaster risk management, disaster risk financing and climate change adaptation projects. Prior working experience in TA in seismic, tropical cyclone and floods risk management within a World Bank project context is a plus.
5)Strong experience working in disaster risk analytics and post-disaster assessments.
6)Analytical: Consistently demonstrates the use of strong analytical skills to effectively interpret data and make informed decisions, leading to quality outcomes for clients and partners.
7)Strong problem-solving skills and proven ability to apply these in carrying out research and operational tasks, presenting findings and recommendations, and contributing to resolution of sector and/or country issues.
8)Practical experience in flood related infrastructure projects is desired.
9)Demonstrated strong skills in engaging with clients on reform processes in at least one major business area; ability to engage on multiple business areas preferred.
10)Proven familiarity with a range of technical solutions and how to adapt them to specific capacity and political economy contexts.
11)Ability to work as part of a team and independently to produce high-quality outputs under tight time constraints.
12)Ability to juggle numerous competing demands and priorities, respond quickly to management requests, and set priorities for self and others.
13)Outstanding interpersonal and organizational skills, client-orientation, diplomatic skills, mature judgment, ability to collaborate with others in a multi-cultural environment, capacity to manage multiple tasks, identify and respond to needs as they arise, and remain flexible and self-motivated in a dynamic, fast-paced work environment.
14)Experience collaborating with government agencies, international organizations, and community leaders.
15)Fluency (written and spoken) in English is required. Fluency in an additional language such as French, Spanish or Portuguese is strongly desirable but not required.
