About the position

North Africa is increasingly vulnerable to climate-related hazards, environmental degradation and socio-economic pressures.
In Libya, these risks are compounded by fragile infrastructure, institutional fragmentation, displacement and unequal access to essential services.
The 2023 Derna floods exposed significant gaps in preparedness, early warning and coordination.
Strengthening disaster preparedness, early warning systems and anticipatory action is therefore essential to reduce the impact of future shocks.

The purpose of the Disaster Preparedness (DP) ECHO Project Coordinator is to coordinate and provide technical and programmatic support to the implementation of the Libya component of the ECHO-funded disaster preparedness and anticipatory action project, in close partnership with the Libyan Red Crescent Society (LRCS) and the International Federation of Red Cross and Red Crescent Societies (IFRC). The position strengthens LRCS capacity to anticipate, prepare for and respond to multi-hazard risks through risk-informed preparedness, anticipatory action, early warning, contingency planning, operational readiness and community preparedness.
The position also supports regional coordination and technical coherence across the ECHO North Africa project by maintaining close engagement with IFRC Regional Office technical teams and designated country focal points in Libya, Egypt and Morocco, facilitating harmonized planning, implementation, monitoring, reporting, learning and exchange of good practices.

Duties and responsibilities

Strategic responsibilities

1. In collaboration with LRCS, support implementation, technical quality and donor compliance of the Norwegian Red Cross-supported Libya component of the ECHO disaster preparedness and anticipatory action project.
2. Strengthen LRCS institutional and operational preparedness by embedding anticipatory action, early warning, contingency planning, information management, coordination and Operations Room capacities within existing National Society systems.
3. Promote cross-country coordination and learning across the ECHO North Africa project, aligning technical approaches, implementation standards, monitoring and reporting frameworks, and knowledge management with IFRC Regional Office and country focal points in Egypt and Morocco.
4. Promote locally led implementation and effective coordination between LRCS headquarters and branches, relevant authorities, Movement partners and humanitarian actors, ensuring complementarity, sustainability and learning.

Operational responsibilities

The responsibilities of the position include, but are not limited to, the following tasks:
1. Support LRCS day-to-day planning and follow-up of the Libya component, translating the approved proposal, logframe and budget into practical implementation plans and tracking progress, risks and corrective actions.
2. Coordinate with Norwegian Red Cross finance, logistics, grants and technical colleagues to support timely, compliant implementation, procurement, monitoring, reporting and project documentation.
3. Provide technical support to priority Libya deliverables, including contingency planning, simplified Early Action Protocols, early warning and Operations Rooms, information management, eVCA/community preparedness, simulations/readiness drills and Cash-in-Emergency preparedness, with health preparedness supported where relevant.
4. Support capacity strengthening of LRCS staff, volunteers and relevant stakeholders, ensuring Protection, Gender and Inclusion (PGI), Accountability to Affected People (AAP), responsible data management and sustainability are integrated.
5. Maintain technical and operational coordination in Libya with LRCS headquarters and branches, relevant authorities and the National Meteorological Centre, IFRC, ICRC, Partner National Societies and other humanitarian/DP/DRR actors.
6. Coordinate regular project review and planning with IFRC Regional Office and designated focal points in Egypt and Morocco to monitor progress, address implementation challenges and maintain technical coherence across countries.
7. Facilitate cross-country exchange of technical guidance, tools, templates, lessons learned and good practices, promoting harmonized implementation of disaster preparedness and anticipatory action activities.
8. Support consolidation of cross-country progress, achievements, challenges and lessons learned for donor reporting, regional knowledge products and learning, in coordination with IFRC and participating National Societies.

Collaboration and Qualifications

Collaboration

• Reports to the Regional Operations Manager - MENA / Libya Portfolio and maintains regular communication on implementation progress, risks and priorities.
• Works in close partnership with LRCS Operations/Disaster Management, Information Management and relevant Health structures, as well as LRCS branches in Benghazi, Derna and Al Kufra.
• Acts as a key NoRC coordination point for the North Africa ECHO project, working closely with IFRC Regional Office technical teams and designated focal points in Egypt and Morocco.
• Collaborates with Norwegian Red Cross finance, logistics, grants, support functions and Disaster Preparedness technical resources to ensure timely and compliant support.
• Engages relevant authorities, Movement partners and humanitarian actors and represents Norwegian Red Cross in relevant technical coordination fora and project meetings when delegated.

Qualifications

Formal Competence
Relevant university degree in Disaster Risk Management, Disaster Management, Humanitarian Action, Climate or Environmental Studies, Emergency Management, Development Studies, Public Health, Social Sciences or another relevant discipline, or equivalent professional experience.

Personal qualifications, skills and knowledge

• Minimum five years of relevant professional experience, preferably including at least three years in disaster preparedness, DP/DRR, emergency response, anticipatory action or related humanitarian programming.
• Fluency in Arabic and good professional working proficiency in English, written and spoken.
• Demonstrated experience in project/programme coordination, including planning, monitoring, risk management and donor reporting.
• Practical experience in contingency planning, anticipatory action, early warning systems, EOCs/Operations Rooms, simulation exercises, community preparedness and/or participatory risk assessment.
• Demonstrated experience working with local or national partners, strengthening institutional capacity and coordinating with public authorities and humanitarian stakeholders.
• Good understanding of results-based management, monitoring and evaluation, data quality and project-cycle management.
• Experience with the Red Cross/Red Crescent Movement, Libya, eVCA, information management/GIS, Cash and Voucher Assistance preparedness and/or DG ECHO-funded programmes is an asset.
• Public health or emergency health experience, particularly epidemic preparedness, community-based surveillance or climate-related health risks, is desirable but not mandatory.
• Ability and willingness to travel regularly within Libya, including to Derna and Al Kufra, subject to security procedures.
