Job Description:
Purpose
To support the effective implementation of Design, Monitoring, Evaluation, Accountability and Learning (DMEAL) activities at project and cluster level. The role ensures adherence to the DMEAL Framework, supports monitoring, data management and reporting, and promotes the use of evidence to improve programme performance. The Officer works closely with the DMEAL Coordinator, Technical Leads and Programme staff to ensure compliance with standards, strengthen data quality, and contribute to programme learning and accountability.
Key Responsibilities
Programme Design and Planning
- Support Clusters/APs and Programme teams to coordinate programme assessments, design/redesign processes using partnership standards and guidelines such as the Adaptive Programme Approach (APA).
- Work closely with the DMEAL Specialist, DMEAL Manager, Technical Leads, and Cluster teams to develop multi-year AP plans that clearly articulate desired changes in Child Well-Being (CWB) and align with National Strategy and Integrated Programme Frameworks (IPFs).
- Support Clusters/APs to facilitate participatory consultations and reflection processes with communities, staff, and partners during planning, including through Annual Community Planning and Review meetings.
- Support programme teams in Grant and Private Non-Sponsorship (PNS) project design, proposal development, planning, start-up, and annual planning and budgeting processes, ensuring alignment with DMEAL standards and implementation timelines.
- Support Grant and PNS (Private Non-Sponsorship) project design, proposal development, planning and start-up processes to ensure alignment with DMEAL standards.
- Support planning and documentation of programme/project transition planning and closure processes to ensure sustainability and proper handover of programme outcomes.
- Support annual planning and budgeting processes for APs as well as grants/PNS based on implementation calendars.
- Support strategy development processes using evidence from monitoring and evaluation findings.
Programme Monitoring, Baselines, Evaluations, Assessments and documentation
- Conduct regular field monitoring visits using standard monitoring tools and track implementation of recommendations.
- support implementation of Annual Impact Measurement Plus (AIM+) and AIM processes including baselines, mid-term reviews and evaluations across APs and grants/PNS.
- Support the development, review and validation of baseline, evaluation methodologies, tools and data collection processes to ensure technical rigor and compliance with DMEAL standards.
- Support/lead planning and implementation of surveys, assessments and studies in line with donor and partnership requirements.
- Conduct data analysis, interpretation, and validation, and facilitate reflection sessions with communities, staff, and partners to generate actionable insights.
Monitoring Systems, Data Management and Analysis
- Support cluster and project teams to effectively utilize monitoring and database systems, including Horizon, IMPAQ, GIS, and mobile data collection tools, to strengthen data collection, management, and reporting.
- Ensure real-time monitoring and appropriate data storage systems for programme performance tracking.
- Conduct data cleaning, processing, quantitative/statistical and qualitative analysis according to indicator detail sheets and analysis plans.
Programme Quality Assurance and Performance Management
- Implement routine data quality verification processes and periodic Data Quality Audits (DQAs).
- Conduct quarterly analysis of programme performance against logframe indicators, targets and budgets.
- Promote adaptive monitoring to support programme adjustments based on emerging evidence and contextual changes.
- Support tracking and follow-up of audit, evaluation and sponsorship recommendations.
- Support the monitoring and verification of programme quality, including the inclusion of vulnerable groups, fidelity to project models, partner capacity, and sustainability planning.
Programme Accountability, Learning and Impact Measurement
- Support the implementation of the Programme Accountability Framework (PAF), including community feedback and response mechanisms and the use of the Digital Accountability Platform (DAP), to strengthen accountability to communities.
- Support research activities by contributing to the development of research and grant proposals, data collection and analysis, and the preparation of publications and conference presentations.
- Liaise with Knowledge Management Unit in developing at least one case studies annually for publication
- Document programme learning, best practices and innovations and develop dissemination products such as learning briefs, case studies and infographics.
Support Local Level Partnering Efforts
- Support programme/project managers in partner identification (prospective partners, collaborators and networks) and screening of both new and existing partners to ensure compliance with organizational policies and reduce partnering risks.
- Support cluster teams in partner capacity assessment and capacity strengthening per the Partnership Policy on Working with Partners and Partner of Choice Initiative.
- Support programme teams in strengthening Partner Relationship Management per the organizational policy.
Capacity Strengthening and Technical backstopping/support
- Support the preparation and submission of DMEAL documents, including monthly, semi-annual, and annual reports, budgets, and DIPs, ensuring accuracy and adherence to DMEAL standards and guidance.
- Support programme teams in applying DMEAL processes for design, monitoring, reporting, and evidence use, under the guidance of the coordinator.
- Support programme teams to implement and effectively use programme effectiveness initiatives and systems, including Horizon, IMPAQ, and other PMIS platforms.
- Support capacity building efforts for partner and local institution in monitoring, accountability and learning.
Programme Management Support:
- Prepare quarterly presentations on field finding and key lessons for management decision making
- Submit Base Monthly and Quarterly Monitoring Reports to PM&E Manager

Knowledge, Skill and Experience
- Bachelor’s degree in a relevant field from a recognized University, preferably in Social Sciences (Project Planning and Management, Statistics, Development Studies, Monitoring and Evaluation, Public Policy, Impact Assessments and Accountability) or related studies from a recognized university. An advanced (Masters) degree is preferred.
- Certification in DME Appropriate systems and software; SPSS, STATA, Epi Info, Ena for SMART, R, Soltice, Kobo toolbox, Microsoft 365 (Excel), among other qualitative and quantitative analysis technics
- Certifications in monitoring, Evaluations, data analysis, Project Management and or in documentation/knowledge management, Programme Management for Development Professional (PMD Pro) or PMP.
- Effective in written and verbal communication.
- Minimum of 5 years’ active experience in project cycle management
- Extensive conceptual understanding of and demonstrated practical command for implementing program design/Logical Approach, management and evaluation principles;
- Experience in integrated Programme/Projects design and associated tools development
- Demonstrated ability to train and build capacity of other staff and grassroots institutions for effective Programme delivery.
Must have knowledge and practical experience in Research, organizational learning and documentation and have good writing and editing skills.
- Ability to design and coordinate surveys and studies, including feasibility assessments, baselines, and evaluations, using both online and offline data collection platforms.
- Strong skills in designing M&E tools, surveys, surveillance systems, and monitoring frameworks to support programme performance tracking.
- Proficiency in data analysis and management using statistical software such as SPSS, STATA, and other analytical tools.
- Must be a committed Christian, able to work across denominational differences and participate in organizational spiritual activities such as daily devotions and chapel services.
- Practical experience in the use of digital data collection platforms such as ODK, KoboToolbox, Soltice, and GIS-based tools.
- Demonstrated experience in planning and conducting research, evaluations, and programme assessments.
- Adequate hands-on experience in developing and reviewing multi-year logframes, results frameworks, and budget.
- Good knowledge and practical experience in WV DMEAL, and Child Well-Being (CWB) frameworks, including the ability to train and mentor others in their application.
- Strong analytical, report writing, and communication skills, with proficiency in written and spoken English.
- Strong interpersonal, facilitation, and capacity-building skills, with the ability to effectively engage staff and partners.
- Ability to solve complex problems, exercise sound judgment, and contribute effectively within a team and matrix reporting environment.
