Global Communities is seeking one (1) Deputy Team Leader (Programs Lead) for the anticipated World Bank and Government of Tanzania Community-Based Social Norms Change and Gender-Based Violence (GBV) Prevention Program in Tanzania Mainland. The program is part of the Project for Advancing Gender Equality (PAMOJA), which has four components: 1) Promoting Economic Opportunities for Women through Community-Based Models; 2) Strengthening GBV Prevention and Response Services; 3) Innovations and Partnerships; and 4) Project Management and Monitoring and Evaluation.
Over 24 months (February 2027 – February 2029), working in close coordination with the Ministry of Community Development, Gender, Women and Special Groups (MoCDGWSG) and PMO-RALG, the project will adapt the Bandebereho couples-based model to the Tanzanian context; pilot it in two districts; progressively scale it to 15 councils with two trained local NGO staff embedded in each district; build government training capacity through a multi-tiered Training of Trainers (ToT) system; and support the government to produce a validated national protocol for community-based GBV prevention. The work is organized in four strands: Formative Research, Programs, Training of Trainers, and Monitoring, Evaluation and Learning (MEL).
Responsibilities:
The Deputy Team Leader will lead the Programs strand, which turns formative evidence into high-quality, standardized program materials, supports the government to learn quickly from the pilot, and prepares materials for each wave of scale-up. Reporting to the Team Leader, the Deputy Team Leader will manage the Programs strand day to day, supervise the Global Communities National GBV Program Officers, and work closely with the Formative Research, Training of Trainers and MEL strands so that the program adapts continuously as evidence emerges. The Deputy Team Leader will also deputize for the Team Leader when required.
Specific responsibilities include the following:
- Programs Strand Leadership
- Lead the planning, delivery and quality of all Programs strand activities and deliverables, in line with the work plan agreed with the Team Leader.
- Supervise the Global Communities National GBV Program Officers, working with them on curriculum adaptation, implementation support and scale-up planning.
- Manage the Programs strand’s level of effort and resources, and report progress, risks and corrective actions to the Team Leader.
- Curriculum Adaptation and Program Materials
- Lead development of the draft adapted Bandebereho curriculum and facilitators’ manual in English and Kiswahili, drawing on the approved Bandebereho tools and early formative findings, with technical guidance from the Bandebereho Technical Advisor.
- Ensure materials include culturally adapted session content, case studies, role plays and visual materials, and integrate safeguarding and survivor-centered principles.
- Lead the review and finalization of all program materials, including the curriculum, facilitators’ guide and community mobilization guides, incorporating pilot learning.
- Oversee preparation of district-specific adaptation briefs and packages for each rollout wave.
- Pilot Implementation Support and Fidelity
- Oversee hands-on implementation support to national and district government during the pilot, including accompanying facilitators, observing sessions and giving real-time feedback.
- Lead the design and use of fidelity tools, including facilitator observation checklists, reflection guides and rapid adaptation logs.
- Run the pilot learning cycle: regular reflection sessions with facilitators and district authorities, documentation of adaptation needs, and rapid revision of materials between session cycles.
- Work closely with the Kivulini National GBV Program Officer, who line manages the District GBV Program Officers, to maintain implementation quality as the program scales.
- Coordination with Other Strands
- Work with the Principal Researcher and Formative Research team to receive findings as they emerge and apply them directly to curriculum design and adaptation.
- Work with the ToT strand to ensure training content, competency standards and refresher training reflect the latest version of the materials and district adaptation needs.
- Work with the MEL strand to align fidelity data, pilot learning and attitude-change measures with the PAMOJA results framework.
- Contribute Programs strand inputs to cross-strand planning and reflection meetings convened by the Team Leader.
- Validation, Scale-Up and Sustainability
- Organize and facilitate the national validation workshop with at least 60 stakeholders to validate the adapted model and materials.
- Lead development of the national scale-up plan, covering the rollout to 15 councils, resource requirements, institutional arrangements and sustainability measures.
- Contribute program content and lessons to the national community-based GBV prevention protocol developed with MoCDGWSG.
- Compile program documentation, adaptation records and lessons learned into the final program report.
- Team Support and Representation
- Support the Team Leader with technical engagement with MoCDGWSG, PMO-RALG and district authorities on program design and implementation matters.
- Deputize for the Team Leader when required, and contribute Programs strand content to the inception report and quarterly progress reports.
- Ensure safeguarding, survivor-centered practice and referral pathways are built into all program materials and implementation support.
Required Qualifications
- Master’s degree in Gender Studies, Social Sciences, Development Studies or a related field.
- Minimum 8 years of experience managing GBV prevention or community-based programs in Tanzania, including leading technical program teams.
- Demonstrated experience adapting or developing gender-transformative or social norms change curricula; experience with Bandebereho, Program P, SASA!, EMAP or similar models is a strong advantage.
- Experience designing and running implementation fidelity and adaptive learning systems for community-based programs.
- Experience working with MoCDGWSG, PMO-RALG and Local Government Authorities, and a sound understanding of national GBV and VAWC frameworks and structures such as WCPCs.
- Experience with World Bank or other donor-funded projects.
- Strong team leadership, facilitation and coordination skills.
- Excellent written and spoken English and Kiswahili, including experience producing training and program materials in both languages.
