For every child, the right to peace
UNICEF has a long-standing partnership with the Government of the Philippines, local government units, civil society and other partners to advance the rights and well-being of children, in line with national development priorities and the Sustainable Development Goals. Child outcomes in the Philippines continue to be affected by geographic, socio-economic and institutional disparities, with the greatest disadvantages concentrated in underserved areas, including in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
With the expected transition of the country to upper-middle income status, the Philippines country programme places a strong emphasis on systems strengthening, public finance for children, and support to national and subnational institutions to deliver services at scale. In line with the country’s decentralized governance context, UNICEF works with national government agencies and LGUs (Local Government Units) to strengthen policies, systems, financing and service delivery across programme sectors. The current country programme also reflects strategic shifts, including stronger focus on climate action and resilience, social and behaviour change, deeper engagement in BARMM, and modelling for impact at scale.
UNICEF Philippines has two offices: the Country Office in Manila and a field office in Cotabato City focusing on BARMM, enabling engagement at both national and subnational levels. While the country programme is development-focused, UNICEF also supports government-led humanitarian preparedness and response efforts, including as a filler of critical gaps and responder of last resort, where required. This includes climate change related natural disasters and humanitarian-development nexus work in the fragile/post-conflict context of BARMM.
How can you make a difference?
The Deputy Representative reports to the CO Representative for general supervision and direction. The Deputy Representative serves as the principal adviser on the overall management of the CO, development of CO policies and strategies; and under delegated authority, for coordinating and managing all phases of the Country Office Programme, from formulation to delivery of results in accordance with UNICEF’s Strategic Plans, standards of performance and accountability framework, ethics, and integrity. The Deputy Representative supports the Representative in leading and leveraging partnerships with both public and private sectors for the achievement of results and fulfilment of the rights of children. In fragile and humanitarian settings, the Deputy Representative is accountable for the delivery of a timely, efficient and principled humanitarian programmes, in accordance with UNICEF global Policy and Framework for humanitarian action.

- Education:
- An advanced university degree in one of the following fields is required: social sciences, international relations, government and public relations, public or social policy, sociology, social or community development, or another relevant technical field.
- Work Experience:
- A minimum of ten years of professional development experience that combines technical and managerial leadership in development cooperation at the international level, some of which served in developing countries is required. Relevant professional experience in any UN system agency or organization, and management experience in the field experience is considered as an asset.
- Experience in humanitarian settings is strongly desired.
