The IFRC Country Cluster Delegation (CCD) for the Pacific, based in Suva, Fiji, supports National Societies in the Pacific to strengthen their organizational capacities, preparedness and response capabilities, and resilience to disasters and crises. Working closely with National Societies, Participating National Societies, governments and regional organizations, the Pacific CCD provides technical, operational and coordination support to enhance preparedness and response across the Pacific.
The IFRC USAID Macro Award is a 12-month Award with a dedicated funding allocation for IFRC operations in the Pacific. The Award is projected to start on 1 July 2026 and is to be completed by 30 June 2026.
The IFRC Pacific Country Cluster Delegation (CCD) will work with National Societies and movement partners in the Pacific to deliver Award activities in Disaster Preparedness and Response in twelve pacific countries.
Working under the DRM Manager IFRC Country Cluster Delegation (CCD) for the Pacific, The Preparedness and Disaster Risk Management (DRM) Delegate is part of the Pacific CCD and works closely with National Societies, the IFRC Asia Pacific Regional Office (APRO), Participating National Societies and other partners to strengthen disaster preparedness, organizational readiness and response capacity. The position provides technical leadership and support to National Societies in implementing preparedness priorities, strengthening systems and capacities, and advancing the Preparedness for Effective Response (PER) approach and other readiness initiatives across the Pacific.
The Preparedness and Disaster Risk Management Delegate provides strategic, technical and operational support to strengthen disaster preparedness, organizational readiness and response capacity across Pacific National Societies. The position serves as the principal technical focal point for National Society Preparedness and Disaster Risk Management within the Pacific Country Cluster Delegation USAID Award, providing expert guidance, capacity strengthening and implementation support in line with the Pacific National Societies’ preparedness priorities and the Asia Pacific National Society Preparedness Strategic Plan 2025–2028.
The Delegate leads technical support to National Societies to strengthen preparedness systems, capacities and readiness measures through the Preparedness for Effective Response (PER) approach, covering technical areas including contingency planning, organizational readiness, business continuity planning, emergency operations centre development, disaster response team strengthening, cash preparedness, anticipatory action and surge readiness initiatives in coordination with relevant teams. The role works closely with National Societies to identify preparedness gaps, develop practical solutions and support the implementation of priority preparedness actions that strengthen readiness at national and branch levels. The Delegate also supports the strengthening of IFRC operational readiness and preparedness capacities within the Pacific CCD along with partners, including enhancing staff capabilities, readiness systems, preparedness processes and coordination mechanisms to support effective preparedness and response.
Working closely with Pacific National Societies, Participating National Societies, IFRC APRO and global technical teams, and external partners, the Delegate promotes coherent and coordinated preparedness support across the Pacific and ensures alignment with regional and global preparedness standards, frameworks and tools. The position plays a key role in fostering technical learning, peer exchange, innovation and regional collaboration, while supporting capacity strengthening of National Societies and the Pacific CCD team to enhance preparedness and response capacities across the IFRC Network in the Pacific.
The Delegate provides technical leadership and quality assurance for preparedness components of programmes, projects and emergency operations, ensuring that preparedness investments contribute to stronger National Societies and IFRC Network capable of delivering timely, effective and accountable humanitarian action before, during and after disasters and crises.
Relevant university degree in disaster management, humanitarian affairs, development studies, public administration or related field
Delegate Training (IMPACT, ETL, CAP, FACT, RDRT, ERU, Operations Management Training) or equivalent experience
Training or equivalent experience on Preparedness for Effective Response (PER)
Required
At least 5-7 years of experience in disaster preparedness/DRM programming and emergency response
At least 3-5 years working with the Red Cross Red Crescent or international organizations
Good understanding of the IFRC global preparedness approach, response system and mechanisms
Experience in project cycle management including proposal development, budgeting, reporting, monitoring and evaluation
Demonstrated experience in developing preparedness plan, contingency plan, response plan and/or emergency protocols
Experience leading PER assessments or similar organizational capacity and readiness assessments
Experience designing and facilitating trainings and simulations
Experience in coordinating multi-stakeholder programmes with internal and external stakeholders
Preferred
Experience working in the Pacific region
Experience in international humanitarian response
Professional credibility and deep understanding of disaster risk reduction, emergency response coordination, and resilience-building
Sensitivity to cultural diversity and the ability to work effectively in cross-cultural, cross-functional and remote settings
