IFRC also adheres to strict child safeguarding principles.
The IFRC USAID Macro Award is a 12-month Award with a dedicated funding allocation for IFRC operations in the Pacific. The Award is projected to start on 1 July 2026 and is to be completed by 30 June 2026.
The IFRC Pacific Country Cluster Delegation (CCD) will work with National Societies and movement partners in the Pacific to deliver Award activities in Disaster Preparedness and Response in twelve pacific countries.
The Cash and Voucher Assistance Preparedness (CVAP) Delegate is responsible for scaling up the CVA efforts for the Red Cross within the Pacific and for developing and supporting the implementation of CVA preparedness. The scale up will have a focus on working with National Societies (NSs) and movement partners at the country level to scale up national society CVA capacity.
The Cash and Voucher Assistance Preparedness (CVAP) Delegate is responsible for overseeing the operationalization of the CVA component of the Award, on-going management and ensuring that set objectives are met through the effective and efficient implementation of resources.
This position will also support liaising with key stakeholders, both Red Cross/Red Crescent (RCRC) and non-RCRC partners
including UN/INGOs, and where required, Government and financial institutions to ensure successful project implementation.
The role has a strong focus on providing technical support and quality assurance of CVA initiatives undertaken by the NSs.
Special attention will be provided to monitoring, coordination and mainstreaming RCRC Movement cash and market approaches, guidance, tools across these NSs.
Cash and Voucher Assistance Preparedness (CVAP)
General
Relevant university degree or a combination of equivalent knowledge and experience in
relevant field.
Demonstrated experience of successfully developing large scale/multi country CVAP
At least 3 years of experience working for the Red Cross/Red Crescent
At least 3 years of experience working for the Red Cross/Red Crescent
Professional credibility and proven knowledge of CVA risk management, financial controls, and compliance (including donor requirements, anti-fraud, and responsible data use) to ensure accountable and secure cash delivery.
Demonstrated experience in managing multi country programmes
Knowledge and experience in CVA market-based approaches, including market assessments, gap analysis, and price monitoring, to inform programme design and scale-up
Experience facilitating training on CVA-related skills
Results oriented with the ability to take initiative, motivate, inspire and promote workforce development
Advanced computer skills (Word, Excel, PowerPoint and Outlook)
The ability to work in a multi-cultural, inclusive and equitable environment with proven verbal and written communication skills.
Proven good judgment and ability to work with complete integrity and confidentiality, acting as a model of highest integrity in personal capacity and at team level.
High degree of discretion, tact and sensitivity with internal and external stakeholders
Understanding of the Fundamental Principles of the International Red Cross and Red Cresent Movement and National Society capacity strengthening concepts and approaches
Demonstrated core proficiency in (a) digital communication and collaboration, (b) basic digital content creation, (c) digital safety and security, (d) data literacy, and (e) problem solving with technology (including responsible use of AI assistants.
