The Opportunity – CVA – Information Management Programme Officer

Post location: Gaza Field Office - Dir Al-Balah and subject to change based on SC priorities and response in Gaza.

Contract Duration and Level of Effort: Until 31st August 2026 with possibility of extension.

ROLE PURPOSE:

Under the direct supervision of the Cash and FSL Manager, the CVA – Information Management (IM) Programme Officer will lead the design, development, governance, and continuous improvement of Save the Children’s Cash and Voucher Assistance (CVA) information management systems in Gaza.
This position is critical to ensuring secure, accountable, transparent, and high-quality delivery of cash assistance. The post holder will oversee the development and management of a unified CVA digital platform covering beneficiary registration, targeting, payments, monitoring, reporting, accountability mechanisms, and inter-agency deduplication processes.
All activities must strictly comply with Save the Children International (SCI) Data Protection Policy, Information Security Standards, Child Safeguarding Policy, Accountability Framework, and applicable humanitarian data governance protocols.
The CVA IM Officer will work under the strategic guidance and approval of the Cash and FSL Manager and in close coordination with MEAL, Finance, IT, Supply Chain, and sectoral teams to ensure proper system integration, risk mitigation, and regulatory compliance.
As SCI co-leads the Cash Working Group (CWG), the role will also provide technical support to SCI’s leadership in the development and oversight of the inter-agency deduplication platform – Hotpot

SCOPE OF ROLE:

Reports to: CVA & FSL Programme Manager.

Staff reporting to this post: None.

KEY AREAS OF ACCOUNTABILITY:

Key Area 1: Strategic Leadership of CVA Information Management Systems (Under Supervision of Cash and FSL Manager)

  • Lead the development, implementation, and maintenance of a unified CVA data management platform under the strategic oversight of the Cash and FSL Manager.
  • Ensure that all system developments, upgrades, and integrations are reviewed and approved by the Cash and FSL Manager.
  • Align all digital solutions with SCI CVA strategy, SOPs, and operational priorities.
  • Develop system roadmaps, risk mitigation plans, and contingency measures.
  • Provide regular progress updates and technical briefings to the Cash and FSL Manager.
  • Ensure sustainability, scalability, and operational continuity of all CVA digital systems.

Key Area 2: Inter-Agency Coordination and Deduplication Platform (CWG Leadership Support)

  • Support SCI’s role as Co-Lead of the Cash Working Group (CWG) in technical information management discussions.
  • Provide technical oversight and operational support to the inter-agency deduplication platform - Hotpot
  • Ensure SCI systems are interoperable with inter-agency coordination platforms.
  • Contribute to harmonization of beneficiary data standards across CWG partners.
  • Support the development and enforcement of secure data-sharing agreements and governance frameworks.
  • Ensure strict compliance with SCI and inter-agency data protection standards in all deduplication activities.
  • Provide periodic technical reporting to the Cash and FSL Manager on CWG IM developments and risks.

Key Area 3: Core CVA System Development and Module Oversight

Under the supervision of the Cash and FSL Manager, oversee the design, deployment, and management of:

  • Beneficiary Registration & Profiling
  1. Secure enrollment workflows.
  2. Mandatory informed consent collection.
  3. Data validation, verification, and deduplication controls.
  • Targeting & Eligibility Management
  1. Transparent scoring mechanisms.
  2. Configurable eligibility criteria.
  3. Audit-ready decision trails.
  • Payment & Distribution Management
  1. Transfer round configuration.
  2. Payment tracking and reconciliation with FSPs.
  3. Exception reporting and risk flagging.
  • Feedback and Complaint Mechanism Integration
  1. Integration with SCI CFM.
  2. Secure tracking and escalation workflows
  • Reporting & Dashboards
  1. Role-based dashboards for CVA, MEAL, Finance, and Management.
  2. Automated indicator tracking.
  3. Real-time performance analytics.
  • Notification Management
  1. Secure SMS and email communication.
  2. Automated beneficiary alerts.
  3. Controlled communication logs.

Key Area 4: Data Governance, Protection, and Compliance

  • Ensure full adherence to SCI Data Protection Policy and Information Security Standards.
  • Implement data minimization, purpose limitation, and storage limitation principles.
  • Ensure encryption of sensitive data at rest and in transit.
  • Maintain strict role-based access controls.
  • Maintain comprehensive audit logs and access monitoring systems.
  • Conduct periodic internal data protection compliance checks under Cash and FSL Manager oversight.
  • Immediately escalate data breaches or risks to the Cash and FSL Manager in line with SCI protocols.
  • Ensure safeguarding-sensitive data is handled according to SCI Child Safeguarding standards.

Key Area 5: Information Management and Data Quality Assurance

  • Manage large and sensitive CVA datasets ensuring accuracy, completeness, and timeliness.
  • Conduct regular data quality audits and validation exercises.
  • Support develops standard operating procedures (SOPs) for data management.
  • Ensure consistency between electronic records and paper-based documentation.
  • Provide analytical outputs to inform programmatic decision-making.
  • Support MEAL integration for PDM and monitoring datasets

Key Area 6: Cross-Departmental Coordination and Operational Support

  • Work closely with MEAL, Finance, IT, Supply Chain, and sectoral teams.
  • Support integration of CVA systems with financial reconciliation processes.
  • Support cash flow forecasting and CTA reconciliation.
  • Liaise with Financial Service Providers (FSPs) ensuring secure and compliant data exchange.
  • Identify operational bottlenecks and propose system-based solutions.
  • Ensure all system adjustments are approved by the Cash and FSL Manager prior to deployment.

Key Area 7: Risk Management and Internal Controls

  • Identify operational, financial, and data protection risks within CVA systems.
  • Develop mitigation strategies and internal control measures.
  • Ensure audit readiness of CVA systems and documentation.
  • Support internal and external audit processes when required.
  • Maintain secure documentation and archiving practices.

Key Area 8: Documentation, Reporting, and Capacity Building

  • Develop and maintain comprehensive technical documentation:
  • System architecture
  • Integration frameworks
  • Data governance guidelines
  • Maintenance manuals
  • Produce regular technical and analytical reports for the Cash and FSL Manager.
  • Provide training to SCI staff on system usage, data protection, and compliance.
  • Conduct structured handover and knowledge transfer sessions.
  • Maintain updated user guides for all stakeholders.

Key Area 9: Administrative and Procurement Support

  • Support procurement processes related to FSPs, telecommunications providers, and technical vendors.
  • Ensure all procurement-related system components comply with SCI policies.

Key Area 10: Child Safeguarding Responsibilities

  • Ensure beneficiaries receive appropriate information regarding SCI’s Child Safeguarding Policy and Code of Conduct.
  • Embed safeguarding safeguards within digital workflows.
  • Report safeguarding concerns immediately in line with SCI reporting protocols.

In order to be successful, you will bring/have:

QUALIFICATIONS

  • Bachelor’s degree in information management, Computer Science, Statistics, Economics, or related field.
  • Minimum 3 years’ experience in humanitarian information management or CVA programming.
  • Strong knowledge of Accountability Principles and MEAL frameworks.
  • Fluency in Arabic and English (essential).

EXPERIENCE AND SKILLS

Technical

  • Backend and frontend web development.
  • Strong database management and SQL proficiency.
  • Experience with Excel, Python, Power BI.
  • Experience with KOBO, CommCare or similar.
  • Experience integrating with FSPs and inter-agency platforms.
  • Strong understanding of encryption, secure data architecture, and privacy compliance.

Governance & Coordination

  • Experience working in CWG or inter-agency coordination environments (desirable).
  • Experience managing sensitive data in high-risk environments.
  • Strong risk management and compliance orientation.
  • Strong documentation and reporting skills.
  • Prior experience implementing cash or voucher programming (desirable).
