The scale of humanitarian need in Haiti continues to grow. An estimated 6.4 million people require assistance, and nearly 1.5 million were internally displaced by mid-2026. Armed groups control up to 90% of the capital and are expanding into the Centre and Artibonite departments, while access to food, water, health care, shelter, and education remains critically limited.
By January 2026, only 10% of national inpatient health facilities were fully operational. In Port-au-Prince, just 41% of bed-equipped facilities remained functional due to insecurity, damaged infrastructure, medicine shortages, and the departure of an estimated 40% of medical personnel. NoRC supports the Croix-Rouge Haïtienne in delivering lifesaving prehospital and primary health care to vulnerable populations, particularly those affected by violence and displacement.
The Country Manager (CM) is responsible for achieving NoRC’s humanitarian objectives through strategic leadership, project and risk management, and oversight of NoRC-supported health programmes implemented with the Haitian Red Cross (CRH).
The CM ensures technical quality, compliance with NoRC standards and policies, and effective programme delivery. The role also includes managing the NoRC country team and serving as the primary liaison with Movement and external partners, contributing to stronger health programmes and improved humanitarian outcomes.
