Org. Setting and Reporting
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Asia and the Pacific office help to implement UNEP's global programs in the regions by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies. The Secretariat of the Acid Deposition Monitoring Network in East Asia (EANET) is based at UNEP Asia and the Pacific and supports the implementation of the EANET work programme as approved by the Intergovernmental Meeting (IG) on the EANET. This position is located at UNEP's Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand duty station. Under the overall supervision of the Regional Director and direct supervision of the Regional Coordinator for Chemicals and Pollution Action, the incumbent will be responsible for the following duties:
Responsibilities
1) Programme Coordination and Quality Assurance • Coordinating the implementation of the approved EANET work programme, ensuring quality of work and documents, facilitating partnerships with and involvement of relevant centers and actors in the participating countries and ensuring the effective cooperation and coordination with all relevant programmes, initiatives and policy bodies in the region, including through south-south collaboration. • Coordinating the organization of meetings of the EANET institutional structures (the JG, the SAC, the Working Group (WG), etc.) and relevant documentation for these and the execution of decisions provided by them. • Facilitating liaison and networking between the relevant government agencies and institutions including National Focal Points, Network Centre(s) and other partners. • Ensuring active participation of and contribution by the EANET to related regional and global initiatives. • Ensuring that the Secretariat meets the needs of the Participating Countries, follows the decisions and guidance of the IG, and takes into account the guidance of the National Focal Points, in collaboration with Network Centres and other partners. • Providing policy advice and guidance to mainstream EANET-related issues into UNEP’s Programme of Work and promoting synergies among related initiatives, including supporting coordination and integration of regional efforts on acid deposition and air pollution. 2) Management of Secretariat • Developing the annual work programme and budget for approval by the IG in coordination with the National Focal Points and Network Centre(s). • Undertaking fundraising activities in support of the BANET work programme, assist participating countries to mobilize domestic and international resources, as well as promoting support for the EANET from existing an potential external donors, in coordination with the NCs and the relevant units within UNEP • Managing the EANET Secretariat, including the management of staff, outsourced parties, consultants and interns, office facilities and equipment. • Setting up and being accountable for an appropriate financial management system, including preparation of an annua budget, annual income and expenditure statements, monitoring of pledges and contributions. • Overseeing administration of the required resources (services, facilities, personnel, equipment) to operate the EANE Secretariat. 3) Outreach and Reporting • Preparation of Annual Report of the EANET, including review of the performance, in line with the guidance provide by the IG. • Representation of the EANET Secretariat at relevant meetings • Preparation of relevant reports for the EANET institutional structures (the IG and its subsidia1y bodies), policy relevant reports and publications and public awareness products. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform any other duties as may be assigned.

Education
Advanced university degree (Master's degree or equivalent) in environment, sustainable development, or related fields, is required. A first level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience
A minimum of seven (7) years of progressively responsible experience in environmental and sustainable development, and air pollution , is required. Work experience of working with government entities, institutions responsible for air pollution and other stakeholders in addressing air pollution at country and regional level is required. Work experience in intergovernmental negotiations is required. Work experience, preferably within an international and /or Asia pacific regional context, and with countries in the Asia Pacific region covered by the EANET is desirable. Work experience working with UN Systems or international organizations is desirable. Work experience in effective relationship management of regional and global partnerships is desirable. A minimum of two (2) years or more of experience in data analytics or related area is desirable
