La cadena de frío en Venezuela enfrenta limitaciones estructurales, operativas e institucionales que impactan negativamente la disponibilidad, calidad, seguridad y continuidad operativa de productos sensibles a la temperatura. Estas limitaciones afectan de forma transversal a vacunas, medicamentos termolábiles, reactivos de laboratorio, hemoderivados, insumos médicos críticos y productos nutricionales especializados.
Los desafíos se presentan a lo largo de toda la red logística —desde los puntos de ingreso al país y los almacenes centrales, hasta los niveles regional, municipal y comunitario— incrementando el riesgo de ruptura de la cadena de frío, pérdida de potencia, vencimientos prematuros, interrupciones en la prestación de servicios esenciales y brechas de acceso para poblaciones vulnerables.

En este contexto, el Grupo de Trabajo de Logística (GTL) reconoce la necesidad de establecer un marco coordinado, técnico y estandarizado que permita alinear capacidades, recursos y responsabilidades entre actores humanitarios, instituciones nacionales, socios implementadores y donantes.
OBJETIVOS DE LA CONSULTORÍA
Proveer asistencia técnica especializada para evaluar, fortalecer y coordinar la cadena de frío en Venezuela, mediante un diagnóstico basado en evidencia y el desarrollo de recomendaciones operativas, estándares y herramientas que permitan mejorar la integridad térmica, la continuidad del servicio y la toma de decisiones interagenciales.

Bajo la supervisión directa del Grupo de Trabajo de Logística (GTL) y en coordinación con la Jefatura de Cadena de Suministro el/la Especialista internacional en Cold Chain deberá:

CUALIFICACIONES Y EXPERIENCIA REQUERIDAS:
Formación:
Título universitario en logística, supply chain, ingeniería, salud pública, farmacia, ingeniería biomédica o carreras afines con estudios de postgrado o certificaciones en cadena de suministro, logística humanitaria o cold chain (deseable).
Experiencia:
Mínimo 5 años de experiencia profesional en cadena de frío, logística humanitaria o cadenas de suministros de salud, experiencia demostrada en contextos humanitarios o de emergencia, experiencia en evaluación de infraestructura, transporte refrigerado y monitoreo térmico. Deseable experiencia previa con agencias ONU, ONG internacionales o ministerios de salud.
