The Global Thematic Programmatic Partnership (GTPP) between DG-ECHO and the International Federation of Red Cross and Red Crescent Societies (IFRC) builds upon the successes of the preceding three-year Pilot Programmatic Partnership (PPP). Operating initially across 24 countries, the PPP established strong foundations, especially through the IFRC Secretariat-led Global Component. GlPP will carry forward this legacy in 15 selected countries, supporting a whole-of-system approach in humanitarian settings, with local and national actors at the centre of decision-making — determining how resources are invested, and how crises are both prepared for and addressed.
A core aim of the GlPP is to strengthen the organizational and technical capacities of selected National Societies so that they can deliver principled, effective, and efficient humanitarian action, particularly in the face of increasingly complex global challenges. This includes deepening community level engagement and ensuring that responses are locally driven. In parallel, GlPP will foster strategic coordination and cooperation among IFRC entities and with other humanitarian actors, promoting coherence across programmes and contributing to global standard setting.
Among GlPP's main areas of focus is migration and displacement: enhancing strategic and technical support to National Societies so they can better prepare for and respond to migration and displacement crises. This involves operational guidance, coordination across multiple countries and regions, and supporting standards for Humanitarian Service Points for people on the move.
The Global Route-Based Migration Programme (GRBMP) is intricately linked with GlPP. GRBMP is a multiyear, multiregional IFRC programme aiming to reduce risks, harms, and vulnerabilities for people traveling along land and sea migration routes, making their journeys safer and more dignified. The work under GlPP for migration and displacement is aligned with, and feeds into, GRBMP's strategy and priorities. Operational guidance, coordination, tools, and support functions under GlPP serve to bolster GRBMP's implementation across countries and regions.
To support this agenda, IFRC is seeking a dynamic and highly skilled junior consultant for a 6-month consultancy. The consultant will coordinate migration-related activities under the GlPP, ensuring they align closely with the GRBMP. Their mandate is to help guarantee that all migration efforts are technically robust, strategically coherent, and responsive to emerging needs and routes.
Alignment to the IFRC's objectives and strategy
This consultancy is in line with the objectives of the Grand Bargain (World Humanitarian Summit, 2016) to improve the way humanitarian aid is delivered, as an innovative funding instrument, and in line with the 2009 I FRC Policy on Migration and the Movement Migration Strategy 2024-2030, and Strategy 2030, making sure that all people who are displaced and who migrate are safe, are treated humanely and with dignity, and recognizing the importance of expanding our support to migrants along migratory routes and improving how we work across border.

The role will combine core duties (coordination, tool development, policy alignment) with activity-based tasks.
Support to be provided to the consultant
IFRC will be responsible in supporting the consultant with the relevant documentation and with the pre-identification of key stakeholders to be interviewed.
Time allocation
The consultancy will run for six months, from 08 July 2026 to 31 December 2026, covering a maximum of 119 working days.
The total budget has been determined based on the scope of work, expected deliverables, and the consultant's daily rate.
Management of consultancy
The consultant will report to the Global Migration and Displacement Programmes Coordinator. Regular check-ins and progress updates will be scheduled to ensure alignment with IFRC0s expectations and requirements.
