Context:

Established in 1951, the International Organization for Migration (IOM) is the leading inter-governmental organization in the field of migration and is dedicated to promoting humane and orderly migration for the benefit of all. In Cambodia, IOM provides both humanitarian and long term development assistance, ranging from immediate humanitarian support, protection, health, and livelihoods to border governance and counter trafficking.

Through the project “Enhancing Safe, Orderly, and Dignified Border Management in Cambodia”, funded by the Government of Australia, IOM aims to address capacity gaps within the General Department of Immigration (GDI), particularly in the areas of migration and border management. By equipping border officials with enhanced knowledge, skills, and tools, the project seeks to ensure that border governance is managed in a safe, orderly, and dignified manner.

As part of these initiatives, IOM and GDI will implement a comprehensive capacity-building intervention designed to strengthen institutional systems, with a particular focus on enhancing the investigative interviewing skills of frontline immigration and border officials. These efforts will equip officials to conduct effective, ethical, and evidence-based interviews with migrants, victims, witnesses, and suspects, thereby improving information gathering, case assessment, and decision-making in migration and border management contexts.

Importantly, IOM already possesses a robust set of training materials on investigative interviewing skills, which were contextualized to the Cambodian context in 2026, as well as resources on irregular migration and transnational organized crime. The consultant will be tasked with reviewing, updating, and tailoring these existing materials to ensure their alignment with the current needs, priorities, and operational realities of the General Department of Immigration (GDI). The primary output of this process will be a consolidated training package focused on investigative interviewing, blending in elements of identifying and responding to indicators of transnational organized crime in migration and border management contexts. The training package should be practical, operationally relevant, and directly applicable to the day-to-day responsibilities of frontline immigration and border officials, while also contributing to the institutionalization of investigative interviewing capacities within GDI.

Led by the consultant, the finalized training package and curriculum will form the basis of a Training of Trainers (ToT) programme for selected GDI officials. Upon successful completion of the ToT, these officials will be equipped to deliver cascade trainings to other GDI personnel, thereby supporting the sustainable transfer of knowledge and skills across the institution.

Under the overall supervision of the Chief of Mission, direct supervision of the Program Officer, and in close coordination with the Senior Program Assistant at IOM Cambodia, the Consultant is tasked with supporting capacity‑building initiatives for GDI officials. Specifically, the consultant will:

Responsibilities

• Contextualize existing training materials and develop a consolidated training curriculum: Review, adapt, and tailor IOM’s existing resources, particularly on investigative interviewing (IOM will provide access to these materials), to align with the current needs, priorities, and operational realities of Cambodian GDI officials, and develop a consolidated training curriculum on investigative interviewing, incorporating aspects of tackling transnational organized crime, among other border governance challenges.

• Deliver a ToT: Conduct one Training of Trainers session to equip selected GDI officials with the knowledge and skills on Investigative interviewing skills (the recommended training duration is 3 to 4 days).

• Cascade training: Facilitate the roll out of a cascade training by providing expert support to a selected group of GDI trainers in delivering the cascade training to GDI frontline officials, thereby addressing institutional gaps in investigative interviewing.

This mixed ToT and cascade training approach will allow IOM to ensure stronger institutional ownership and sustainability of training results.

Qualifications

Required Qualifications and Experience

Education

• A university degree in Social Sciences, Law, Human Rights, Public Policy, or a related field is required; a postgraduate degree in a relevant field is an asset.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

• At least five years of professional experience in migration, immigration, or border management, with proven expertise in developing standardized training curricula and materials.
• Strong background in capacity-building programs, including the design, delivery, and evaluation of training packages for institutional or government settings.

Skills

• Demonstrated ability to collaborate with diverse stakeholders, such as UN agencies, INGOs, CSOs, and government institutions. Prior experience with IOM or another UN agency is considered an advantage.
• Excellent communication, interpersonal skills as well as analytical, report-writing capabilities in English, with the ability to produce clear, rights-based, and practical outputs.
• Ability to work independently with minimal supervision, showing personal commitment, efficiency, and flexibility, while being gender-sensitive and culturally aware.
• Sound understanding of professional ethics, client-oriented approaches, and knowledge of Cambodia’s border management and migration context.

Languages

Required

Fluency in English is required.

Travel required

The Consultant shall be fully responsible for their own arrangements and expenses in the performance of their services. Should the Consultant be required to travel at the request of the Organization, the Consultant shall manage their own transportation and accommodation.
