Duties and Responsibilities
Background: The United Nations in Rwanda is advancing a new generation of development partnerships that invite deeper collaboration with private sector actors, investors, and philanthropic partners. As traditional aid flows evolve shaped by declining Official Development Assistance (ODA), fiscal pressures in donor countries, and a global reorientation of aid priorities fresh opportunities for innovative and impact-oriented financing are taking shape. Rwanda's development finance landscape is undergoing a structural transformation. Against an estimated annual SDG financing gap exceeding USD 4 trillion globally, and Rwanda's own ambitious commitments under the National Strategy for Transformation (NST2) and the Integrated National Financing Framework (INFF), the UN Country Team (UNCT) must urgently diversify and modernize its approach to resource mobilization. In this context, the UN Innovative Finance and Partnership Group (UNIFPG), established under the Integrated Finance and Resource Mobilization Strategy (IFRMS) 2025–2029, serves as the system-wide coordination task team to advance coherent, strategic, and investment-oriented financing solutions across UN agencies. One of the UNIFPG's core mandates is to support the organization of targeted capacity-building initiatives on development finance, investment structuring, risk management, impact measurement, and donor and investor engagement. Duties and Responsibilities; To design, deliver, and document the full cycle of the capacity-building session, including all activities from planning and content development through facilitation and post-session reporting. The consultant will work under the overall guidance of the Resident Coordinator's Office and in close coordination with the UNIFPG Chair and Co-Chair (UNICEF). The RCO will provide background documentation, facilitate access to UNIFPG members and relevant UN counterparts, and support logistics arrangements including venue and catering. The consultant will coordinate with the designated RCO focal point throughout all phases of the assignment.
Qualifications/special skills
A Masters University degree in Economics or a related field is required. A bachelor's degree with two additional years of experience maybe accepted in lieu of the master's degree. A minimum of seven (7) years of relevant professional work experience in development finance or a related field is required • Proven expertise in innovative financing instruments, including blended finance, results-based financing, thematic bonds, impact investing, and/or development finance institution (DFI) engagement is required • Strong understanding of the UN development system at country level, including the UNSDCF, Joint Programme frameworks, and Delivering as One principles is required. • Demonstrated experience designing and facilitating applied training programmes for multi-agency or multi-stakeholder audiences, including hybrid formats is required. • Familiarity with Rwanda's development finance ecosystem and/or the East African investment landscape is desirable. • Excellent analytical, communication, and synthesis skills, with proven ability to translate complex financial concepts for non-specialist audiences is desirable. • Experience developing practical financing tools and resources for operational use is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.
