The consultancy will contribute to the development of disability-inclusive regulations, implementation mechanisms, monitoring tools and participation processes that promote autonomy, community inclusion and equal access to care and support services for persons with disabilities in Mexico City.

Duties and Responsibilities
The consultant will work under the supervision of OHCHR Mexico. The consultancy forms part of a broader initiative to support the implementation of the recently adopted Law on the Care System of Mexico City and to ensure that the emerging Care System is aligned with international human rights standards, particularly the Convention on the Rights of Persons with Disabilities (CRPD). The Law establishes an ambitious institutional framework that will be developed over the coming 18 months through the establishment of the Junta del Sistema de Cuidados, the adoption of implementing regulations, the development of the Programa Especial de Cuidados, the creation of a registry of caregivers, and the expansion of care infrastructure and services across Mexico City. Persons with disabilities have been identified as a priority population within the new Care System, creating a unique opportunity to ensure that disability rights, independent living, autonomy and community inclusion are integrated into the design and implementation of the System from its inception. Within this framework, the consultant will provide technical assistance to public institutions to support the implementation of the Law from a disability rights perspective. Koica Project Enter specific tasks/key deliverables the C/IC will contribute to Key responsibilities include: • Participate in regular technical meetings and consultations convened by relevant authorities and provide ongoing technical advice to OHCHR and partners throughout the implementation process. • Conduct an analysis of the Law on the Care System of Mexico City and emerging implementation instruments, identifying opportunities and risks from the perspective of the CRPD and other international human rights standards. • Review and provide technical recommendations on draft regulations, protocols, guidelines and implementation instruments developed by the Junta del Sistema de Cuidados and other relevant authorities, with particular attention to ensuring consistency with CRPD principles related to autonomy, independent living, community inclusion, accessibility and supported decision-making. • Develop technical guidance and policy recommendations to ensure that care services are designed and implemented as mechanisms that support autonomy, independent living and social inclusion rather than institutionalization or dependency. • Provide technical inputs to the development of the Programa Especial de Cuidados, including recommendations on disability-inclusive policies, programmes, services, infrastructure and budget allocations. • Develop recommendations regarding the design and implementation of the caregiver registry and other data collection mechanisms, ensuring compliance with human rights standards relating to privacy, non-discrimination and data protection. • Provide technical recommendations to support the implementation of mechanisms for the meaningful participation of organizations of persons with disabilities and other rights holders in decision-making processes related to the Care System, in accordance with Article 4(3) of the CRPD. • Develop a human rights-based monitoring and accountability framework for the Care System, including indicators, benchmarks and methodologies to assess progress in the realization of the rights of persons with disabilities.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in Law, Human Rights, Public Policy, Social Policy, Disability Studies, Public Administration or a related field. A first-level degree with additional qualifying experience may be accepted in lieu of an advanced degree. Minimum 7 years of progressively responsible professional experience in disability rights, human rights, social policy, public policy, care systems, social protection or related fields. • Demonstrated experience working on disability rights and implementation of the CRPD. • Experience providing technical assistance to public institutions. • Experience conducting legal or policy analysis • Experience engaging with civil society and rights holders. • Experience working on care systems or social protection policies. • Experience developing indicators, monitoring frameworks or accountability mechanisms. • Experience working with organizations of persons with disabilities. • Experience in Mexico or Latin America.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in spoken and written Spanish and knowledge of English are required. Knowledge of an additional official UN language is an advantage. Arabic, Chinese, English, French, Russian and Spanish are the official languages of the United Nations Secretariat.
