CONSULTANT FOR DEVELOPMENT OF COLLAPSED STRUCTURE SEARCH AND RESCUE (CSSR) CURRICULA FOR THE NATIONAL DISASTER RESPONSE FORCE (NDRF), INDIAThe Institutional Strengthening through Preparedness and InclusiveResponse in India (INSPIRE) Program is a collaborative initiative by the AsianDisaster Preparedness Center (ADPC), the National Disaster Management Authority(NDMA), the National Disaster Response Force (NDRF), and state institutions inOdisha, Gujarat, and Kerala. The program aims to enhance institutional systemsfor disaster preparedness and climate action at national and state levels,while contributing to regional cooperation in the Bay of Bengal.Through INSPIRE, ADPC worksclosely with national and state-level stakeholders to promote risk-informedplanning, strengthen local capacities, and support sustainable disastermanagement practices. The program focuses on advancing institutional leadershipand technical capacities within strategic government institutions, enablingthem to play a central role in managing disasters and responding to climateshocks. It also fosters the development of innovative, data-driven solutionsand promotes cross-learning through structured regional collaboration.In this context, ADPC seeks toengage an Individual Consultant to support the development of acompetency-based curriculum framework and prototype training package forCollapsed Structure Search and Rescue (CSSR) for the NDRF.TheConsultant will build on existing training materials developed under the PEERProgram and other relevant sources, and adapt and contextualize them to alignwith NDRF operational doctrine, training systems, and applicable internationalstandards. All training design andoutputs shall be fully aligned with the CSSR Competency Framework, approved andendorsed by NDRF, ensuring a clear linkage among defined competencies, learningoutcomes, instructional content, and assessment approaches.
