Project Context and Scope

IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs, and common transport services. Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

As an integral member of the UN South Sudan team, IOM South Sudan works across the humanitarian, peacebuilding, and development access with a broad range of programming clustered in three areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development.

IOM South Sudan is an active member of the UN Country Team and Humanitarian Country Team. As the cluster coordinator for CCCM (co-lead with UNHCR) and the Shelter & NFI Cluster, IOM South Sudan is also a member of the Inter-Cluster Coordination Group (ICCG), the key coordination platform for humanitarian response. Within the RC-HC lead Partnership for Peacebuilding and Resilience Platform IOM co-leads the nexus working groups on climate change adaptation (with the UK) and durable solutions for internal displacement (with UNDP).

IOM in South Sudan has been actively addressing the country’s complex and protracted displacement challenges, with a focus on facilitating sustainable, long-term solutions that support the voluntary, safe, and dignified return, relocation, and reintegration of displaced populations

Organizational Department / Unit to which the Consultant is contributing

Under the overall supervision of the Chief of Mission (COM), and the direct supervision of the Transition and Recovery Coordinator, the Durable Solutions Expert will be responsible and accountable for the below.

The Durable Solutions expert will support IOM South Sudan by providing high quality technical guidance, design and delivery of durable solutions programming. This will include designing and overseeing an integration and solutions assessment, supporting the development of workshops and coordination with relevant stakeholders, UN agencies, and external partners. The DS expert will support the Transition and Recovery Unit in identifying opportunities and designing new integrated programming, including support to solutions roadmaps and Area-Based Coordination (ABC) approaches.

Responsibilities

Tasks to be performed under this contract

• The Durable Solutions expert will undertake the following duties:
• Provide technical guidance for the development and implementation of Transition and Recovery Unit durable solutions work, particularly those related to Area-Based Coordination (ABC) approaches, and other solutions processes developed with IOM’s support.
• Lead and coordinate the Durable Solutions Working Group (DSWG), including organizing regular meetings, preparing agendas and meeting materials, following up on action points, and supporting strategic engagement with government, UN agencies, NGOs, donors, and other relevant stakeholders to strengthen durable solutions coordination in South Sudan.
• Review and synthesize recent research and analysis on solutions to displacement in the targeted county covered by the project.
• Design qualitative and quantitative assessment tools to assess solutions pathways and areas of return in the counties.
• Ensure that community engagement on durable solutions is done in an appropriate, context sensitive manner that elevates the aspirations of affected populations in the development of the analysis.
• Integrate conflict and context analysis, housing, land and property (HLP) considerations into solutions pathways analysis.
• Effectively coordinate with UN agencies, NGO partners, government authorities, and other external stakeholders operating in covered locations to identify lessons learnt and priorities, including through the Durable Solutions Working Group (DSWG) and Area-Based Coordination (ABC) mechanisms.
• Support the Transition and Recovery Unit in the design and delivery of integrated programming, ensuring durable solutions approaches are embedded across relevant sectors and aligned with broader humanitarian-development-peacebuilding nexus objectives.
• Conduct key informant interviews with government and other implementing partners.
• Contribute to the development of tools and ways of working to improve project
  implementation and monitoring
• Facilitate workshops and training on durable solutions where required
