Background
The Mauritius Meteorological Services (MMS) has initiated the development of its strategic plan 2026-30, following the guidance within the WMO Integrated Strategic Planning Handbook and taking into account new developments in NSP evolution, as well as the latest WMO strategic direction. Additionally, work is ongoing in Mauritius in relation to a formulation of a National Framework for Climate Services (NFCS) Action Plan and the Early Warning for All (EW4All) Roadmap and Action Plan. These three documents should be aligned and structured consistently to ensure a single, cohesive approach.
Duties and Responsibilities
The objective of the consultancy is to finalise the Strategic Plan (NSP) of the Mauritius Meteorological Services (MMS), in close coordination and under the supervision of WMO and MMS.
This consultancy is seeking to undertake the required strategic planning engagement, analysis and drafting activities needed to finalize the MMS NSP by 15 July 2026 ensuring that other actions related to the ongoing country initiatives and Government Programme as noted above are suitably reflected and actioned within the MMS NSP accordingly.

Experience
Availability during the proposed period:
The consultant will need to demonstrate availability for onsite meetings with MMS staff and stakeholders, and with international experts.
Languages
Excellent knowledge of English (both oral and written).

The consultancy duration is: 20 days over 4 months/ Expected start date: 1st April 2026
Level of pay band: C/D : 390-750 USD per day depending upon experience, knowledge and skills.
