Duties and Responsibilities
In coordination with METEO RWANDA, Lead Climate Data Systems Integration Expert and technical partners, the consultant will undertake the following tasks in support of upgrading ADT and RDT and strengthening data integration and operational use:
Task 1: ADT Data Ingestion and Integration
- Develop procedures to ingest data from various AWS sources and formats and consolidate them into a unified database.
- Develop web-based forms for remote data entry for manual stations and relevant metadata.
- Develop standardized station and parameter metadata tables for AWS, manual and upper-air stations.
- Develop/extend a unified database with relational tables to support manual and upper air/radiosonde observations.
Task 2: ADT Data Processing and Quality Control
- Implement data aggregation functions, including statistical summary tables.
- Develop configurable and WMO-compliant quality control procedures for real-time and archived observations.
- Implement syntax verification, gross error checks, tolerance/climatological checks, and temporal/spatial consistency checks.
- Enable interactive review of QC flags and workflows for highlighting/removing erroneous values.
Task 3: Interoperability with Internal and External Systems
- Develop integration protocols with Climsoft, SmartMet and third-party systems as required.
- Implement optimized data model structures to ensure high performance and rapid queries.
- Provide access to data and products through APIs (URL endpoints) and API clients (R/Python packages as applicable).
- Enable web downloads of data and products in multiple formats (tables/graphs/maps) and export formats (JSON, CSV, Excel).
- Enable automated data injection and extraction with Climsoft CDMS.
- Enable data ingestion and publication workflows with WIS2/wis2box and SmartMet systems.
- Enable AMSS support including pre-coded messages (SYNOP, METAR and BUFR where applicable).
Task 4: Analysis and Visualization Enhancements
- Strengthen aggregate menus and outputs (daily/decadal/monthly/yearly reports; climate statistics; normals; extremes; CLIMDEX indices; climate messages).
- Add products such as wind rose, maps, time series graphs, and heat maps.
- Support customizable user interfaces and user-specific configuration.
- Support viewing in table/graph/map formats and generation of selected gridded outputs (heat maps) where feasible.
Task 5: RDT Upgrade
- Implement radar quality control procedures and conversion to analysis-ready formats.
- Implement radar processing and generation of products that can be displayed and downloaded.
- Support integration of radar outputs with other parameters for adjustment and comparison as required.
- Generate radar products suitable for sharing with stakeholders.
Task 6: Capacity Development Support
- Support in-country consultations and capacity development activities (minimum four weeks).
- Support training for METEO RWANDA staff on (i) server administration, user management, configuration changes and backups; (ii) ADT web application and API use (navigation, interpretation, downloads, QC outputs); and (iii) installation, configuration and use of RDT.
Main Deliverables
The consultant is expected to deliver the following deliverables:
- D.1 – Inception Note / Technical Work Plan: Detailed implementation plan aligned with METEO RWANDA requirements.
- D.2 – ADT Integration Upgrade: Unified database structure, metadata tables, and ingestion workflows for multi-source AWS plus manual and upper-air/radiosonde data.
- D.3 – ADT Processing & QC Upgrade: Configurable, WMO-compliant QC and processing/aggregation modules with interactive QC review.
- D.4 – Systems Interoperability Package: Interfaces/APIs and export formats enabling linkages with Climsoft, SmartMet, AMSS and WIS2/wis2box.
- D.5 – Analysis & Visualization Upgrade: Expanded products and configurable user interface outputs (tables/graphs/maps/heat maps).
- D.6 – Upgraded RDT: Enhanced radar QC, processing and product-generation functionality.
- D.7 – Training Support Materials & Contribution to Final Report: Training support documentation and handover inputs.
Required Skills and Experience
Education
A minimum of bachelor’s degree in meteorology/ Climatology, Computer Science, Mathematics, or related discipline.
Experience
- At least seven (7) years of professional experience (preferably with NMHSs) in developing and delivering climate services.
- At least 5 years of professional experience developing tools for climate data organization, quality control and analysis.
- Proven experience developing tools consistent with the scope described for ADT/RDT upgrades;
- Proven experience providing similar services to organizations, preferably NMHSs in Africa.
Other Requirements
- Willingness to work in-country and collaborate closely with METEO RWANDA technical staff;
- Strong documentation and communication skills;
- Experience working with open-source systems and climate data tools is an advantage.
Languages
Excellent knowledge of English (both oral and written).

The consultancy duration is: 120 days.
Level of pay band: C or D, depending upon experience, knowledge, and skills.
