SCOPE OF WORK KREASI External Collaborator GEDSI

Background

Kolaborasi untuk Edukasi Anak Indonesia (KREASI) is a program designed to accelerate the improvement of literacy, numeracy, and character education for Indonesian preschool and primary school students in 8 districts across 4 provinces in Indonesia. The program has been developed together with the Ministry of Primary and Secondary Education (MoPSE), Ministry of Religious Affairs (MoRA), and is managed by Save the Children Indonesia through local implementing partners. KREASI is funded by the Global Partnership for Education (GPE) through a Multiplier Grant to Indonesia.

The External Collaborator for Gender Equality, Disability and Social Inclusion ("GEDSI EC") will provide technical and advisory support to KREASI to ensure the program meets gender equality commitments: gender mainstreaming, generating gender analysis and evidence, and compliance with gender reporting and PSEAH requirements. Under the direction of the KREASI Inclusive Education Advisor and with support from Save the Children Australia’s GEDSI Advisor, the role will help ensure KREASI meets donor and Save the Children’s standards for GEDSI. The role will coordinate with other team members to ensure intersectional GEDSI coherence (gender × disability × protection) across program approaches.

Objectives

This consultancy will support KREASI to strengthen gender mainstreaming, GEDSI capacity, and gender-related compliance across program implementation. Specifically, the assignment will:

• Advise the Education Manager and their team on embedding a gender equality perspective across implementation of KREASI training programs (Teacher Professional Development, Principal Professional Development, Catch-up Clubs and School-based Child Protection), recommending corrective actions where needed.
• Assessing and building GEDSI capacity among KREASI staff and partners through light-touch training and orientations.
• Support the Ecosystem Manager to develop a strategy with KREASI partners to ensure the participation of women's and girls' rights groups and youth movements in the Jejak KREASI (education ecosystem) forum at the district level.
• Support the MEAL Manager to ensure MEAL tools collect gender- and disability-disaggregated data, and to keep KREASI's gender equality evidence current.
• Support the Program Director to assess KREASI's position on the GPE Gender Equality Continuum (gender-responsive → transformative) and recommend steps to advance it.
• Consolidate gender-related MEAL reporting to the donor, and support proactive sharing of gender evidence and lessons learned to partners and the Local Education Group (LEG).
• Support Save the Children’s Safeguarding Focal Point to ensure PSEAH (Prevention of Sexual Exploitation, Abuse, and Harassment) reporting protocols are functioning, flagging any gaps to the Chief of Party (COP).

Key Responsibilities

The External Collaborator is expected to perform the following key tasks under the direction and in close collaboration with the KREASI Inclusive Education Advisor, in close coordination with the SCA GEDSI Advisor:

1. Advise the Education Manager on embedding a gender equality perspective across program implementation with partners and the local government (TPD, PPD, CuC and SBCP packages).
2. Building on existing GEDSI materials, design and deliver light-touch GEDSI orientation and training for KREASI staff and partners, complementing disability-specific training.
3. Support the Ecosystem Manager to map the participation of women's and girls' rights groups and youth movements in Jejak KREASI, and develop a strategy, with partners, to improve as gaps are identified.
4. Work with the MEAL Manager to strengthen MEAL tools' collection of gender- and disability-disaggregated data.
5. Conduct/update KREASI's gender analysis, and keep gender evidence current throughout implementation for stakeholder and donor reporting.
6. Assess and report on KREASI's position on GPE’s Gender Equality Continuum, making practical recommendations to progress the program toward the transformative end of the continuum.
7. Consolidate gender-related MEAL indicator reporting for donor reports, and develop materials to share gender evidence and lessons learned with partners and the LEG.
8. Coordinating with the Child Protection Specialist, support Save the Children’s Safeguarding Focal Point to review PSEAH reporting protocols, confirming they are functioning and flagging gaps to the COP.

Details of the deliverables for this assignment are as follows:

Deliverable Description Deliverable 1 – Gender Mainstreaming Advisory Support

The External Collaborator will advise the KREASI Education Manager and program team on embedding a gender equality perspective across implementation of TPD, PPD, CuC and SBCP, in line with Save the Children and GPE's gender equality commitments. Components include:

• Provide light-touch technical review of technical packages to ensure gender considerations are reflected, recommending practical corrective actions where gender integration gaps are identified during implementation.
• Support the application of a gender lens in program learning and performance evaluation exercises.

Deliverable 2 – GEDSI Capacity Building

The External Collaborator will design and deliver light-touch GEDSI training to KREASI staff and partners. Components include:

• Develop GEDSI orientation package covering broad gender equality and social inclusion principles and applications, complementary to the Inclusive Education Advisor's disability-specific training.
• Facilitate GEDSI orientation sessions for KREASI staff, implementing partners and, as relevant, local government counterparts.
• Support integration of GEDSI principles into existing KREASI training and coaching materials.

Deliverable 3 – Education Ecosystem Engagement

The External Collaborator will support Ecosystem Manager to ensure the participation of women's and girls' rights groups and youth movements in JEJAK KREASI. Components include:

• Support partners to map relevant women's and girls' rights organizations and youth movements who are active in KREASI's target districts and provinces.
• Support the Ecosystem Manager to develop a strategy to improve the participation of such groups where they are lacking.
• Coordinate with the Inclusive Education Advisor to ensure complementary CSO engagement across GEDSI dimensions.

Deliverable 4 – Gender Analysis, Evidence and MEAL Integration

The External Collaborator will support the MEAL Manager to strengthen gender-related data and evidence within KREASI. Components include:

• Support the application of MEAL tools to collect and report gender- and disability-disaggregated data.
• Conduct/update a gender analysis for KREASI, and keep gender evidence current throughout implementation.
• Assess KREASI's current position on the GPE Gender Equality Continuum (gender-responsive → transformative) and provide practical recommendations to advance it.
• Lead the development of program learning based on gender evidence, and support teams in related adaptive management and program improvement.

Deliverable 5 –Gender Reporting and PSEAH Compliance

The External Collaborator will support KREASI's gender-related reporting and PSEAH compliance. Components include:

• Support gender-related MEAL indicator reporting, including narrative and Results Framework inputs.
• Package gender-related MEAL indicator reporting for donor reports, and develop materials to share gender evidence and lessons learned with partners and the LEG.
• Work with the CP Specialist to support SCIDN’s Safeguarding Focal Point to review PSEAH reporting protocols, flagging any gaps to the Chief of Party (COP) for action.

• Deliverables will be developed and finalized in Indonesian/English language. Translation services can be requested from Save the Children or provided by the consultant.
• All deliverables must be worked on collaboratively with Save the Children, and drafts stored in Google Docs with access to STC and the EC.
• KREASI Comms team will be responsible for final layout of modules, handouts, slide decks and external publications to ensure compliance with Save the Children and donor branding requirements.

Billing can be made on a monthly basis, based on content/deliverables and actual level of effort according to the following table.
