Consultancy Needed - Child Protection in Education

Background:
Kolaborasi untuk Edukasi Anak Indonesia (KREASI) is a program designed to accelerate improvements in reading, writing, and math skills, as well as character education, for kindergarten and elementary school students in Indonesia across 8 districts spread across 4 provinces. This program was developed in partnership with the Ministry of Primary and Secondary Education (MoPSE), the Ministry of Religious Affairs (MoRA), and the National Development Planning Agency through Save the Children and the Indonesian Education Partners (MPI) consortium, funded by a Multiplier Grant from the Global Partnership for Education (GPE).

One of KREASI’s key components is Child Protection (CP) in Education, which integrates national regulations on a Safe and Comfortable School Culture from MoPSE and Protection Against Sexual Violence from MoRA into provincial and regency systems to prevent and respond to violence and discrimination in schools, by engaging schools that are in the process of developing child protection systems within their schools, as well as coordination and referral mechanisms at the district level (POKJA BSAN).

Based on the results of Year 1, KREASI is engaging External Collaborator for CP in Education to provide focused, results-based support to KREASI CP Specialists in four areas: MEAL integration and progress analysis, advocacy and knowledge products, cross-district learning, and reporting.

Objectives: This consultancy supports the KREASI CP Specialist in delivering four outputs during the contract period:

• Strengthen child protection monitoring and prepare periodic national progress analyses through KREASI’s MEAL system (DevResults).
• Provide evidence and technical inputs to strengthen district-level POKJA BSAN and national CP policy processes, including agreed advocacy and knowledge products.
• Facilitate structured cross-district learning and document best practices from the CP intervention package.
• Support Child Protection reporting and presentations to stakeholders at the MoPSE, the MoRA, and partners.

Key Responsibilities

The External Collaborator is expected to perform the following key tasks under the direction of the KREASI Child Protection Specialist, with overall guidance from the KREASI Education Manager:

Deliverable 1: MEAL Integration and CP Progress Analysis (Est. LOE: 8 days)

• Monitoring instruments: Review and refine agreed CP monitoring tools (DevResults) to assess implementation of child protection standards at school and district levels throughout the period.
• National CP progress analysis: Support the CP Specialist in compiling periodic national CP progress analysis by analyzing CP-related DevResults data, synthesizing findings from relevant learning questions and other qualitative MEAL data and consolidating confirmation/validation from the four CP Provincial Coordinators. The CP Specialist will provide overall analytical direction and interpretation, while the MEAL team will support data quality and methodological alignment.

Deliverable 2: Advocacy and Knowledge Products (Est. LOE: 10 days)

• District-level advocacy regarding strengthening POKJA BSAN on CP and Advocacy 13 intervention package (2 days): Provide technical input based on the results of POKJA BSAN mentoring, supervision meetings and case conferences involving school representatives (School Safeguarding Focal Points) and POKJA BSAN, and consolidate key findings, gaps and recommended advocacy points for strengthening POKJA BSAN.
• Engagement in national policy (10 days): Assisted to CP specialist and Advocacy Specialist to the ongoing national policy development process for the finalization of the Technical Guidelines SENYAMAN MoRA, including review of relevant CP content, consolidation of evidence and recommendations from KREASI implementation, and preparation of consolidated inputs/comments for discussion with relevant stakeholders,
• Other advocacy support, as agreed with CP Specialist (3 days): Provide targeted evidence and content inputs for up to two additional advocacy activities identified and agreed with the CP Specialist during the assignment period, such as an FGD/workshop evidence summary or a short advocacy input.

Deliverable 3: Cross-District Learning and Documentation (Est. LOE: 7 days)

• Support the CP Specialist in facilitating one structured cross-district learning/reflection session focused on findings, implementation challenges and promising practices from eight districts.
• Document and synthesize cross-district learning, best practices and lessons from the CP intervention package.

Deliverable 4: Reporting and Stakeholder Presentations (Est. LOE: 5 days)

• Reporting inputs: Consolidate CP evidence and key messages from Deliverables 1–3 into agreed inputs for the KREASI narrative report and Results Framework update, including progress against relevant CP indicators, key achievements, implementation challenges, learning and recommended follow-up actions
• Stakeholder presentation materials: Assisted to CP specialist to prepare supporting materials (slide presentations and talking points) for presentations to MoPSE, MoRA and partners.

Timeline

Billing may be submitted monthly based on completed activities/deliverables and actual level of effort, up to a maximum of 35 working days during the period of performance.

Consolidated CP inputs for narrative reporting and RF updates; Assisted to CP specialist to prepare presentation slides for MoPSE, MoRA and partners.

• Deliverables will be developed and finalized in Indonesian/English; translation can be requested from Save the Children Indonesia or provided by the External Collaborator.
• All deliverables will be developed collaboratively with Save the Children Indonesia, with drafts stored in Google Docs accessible to STC and the External Collaborator.
• As applicable, deliverables will follow the KREASI Knowledge and Training Package format; Save the Children Indonesia handles final layout/branding for modules, handouts, slide decks and external publications.
