An evaluation is being requested to assess and report on the achievements of the Flash Flood Guidance System with Global Coverage (FFGS/WGC) project and the Early Warning Systems for Floods (EWS-F) project, funded by the US Department of State, against their expected results:
The aim of the consultancy is to provide an impartial end-of-project evaluation in terms of its relevance, effectiveness, efficiency, impact, sustainability, overall performance, management and achievements and to assess the governance and coordination of the FFGS/WGC and EWS-F projects throughout project implementation. The consultant should provide an evaluation report that promotes accountability and transparency and also assess the extent of all project accomplishments.
The consultant is expected to perform the following activities:
1. Desk review of project reports, including annual reports, project budgets, progress reports, project monitoring tools, project virtual library, ToRs, reports from the project steering committee, and any other materials that may be considered useful for the evidence-based assessment approach;
2. Development of an inception report with proposed methodologies, evaluation questions and sub-questions (evaluation matrix), survey questionnaire, and interview protocols. The report must include outlines and methodologies for project final evaluation, in line with the six evaluation criteria endorsed by the OECD-DAC: Relevance, Effectiveness, Efficiency, Impact, Sustainability, and Coherence, and in compliance with the UN Norms and Standards for Evaluation;
3. Development of questionnaires for interviews and submission for feedback to WMO;
4. Organization of interviews (virtual or face-to-face) with personnel and organizations relevant to the projects;
5. Assessment of the financial aspects of the project, including the extent of co-financing established. Project cost and funding data will be required, including annual expenditures. Variances between planned and actual expenditure will need to be assessed and explained;
6. Development of a project evaluation report in English, with an executive summary on the project implementation from its inception; It must also include a chapter providing a set of conclusions, recommendations, and lessons per evaluation criteria;
7. Preparation of a final PowerPoint presentation with recommendations, lessons learned for future projects, and management actions for the project;
8. Provision of any additional comment(s) or clarification(s) after report delivery, if required.
Required Skills and Experience
Education
Master’s degree in relevant field (applied hydrometeorology, early warning systems, and disaster risk management, or related discipline)
Experience
A minimum of 5 years of experience working in the design, management and evaluation of development projects (incl. results-based management), experience in designing evaluation tools, conducting desk reviews and evaluation of missions, drafting of evaluation reports;
A minimum of 5 years of experience in operational hydrology at a National Meteorological and Hydrological Service (NMHS), operational forecasting experience is preferable.
Other Requirements
Project evaluation knowledge (results-based management evaluation methodologies for instance);
Adherence to the UN code of conduct for evaluators;
Project evaluation/review experience within the United Nations System;
Demonstration of previous evaluations conducted and reports available and published;
Availability in the expected timeframe.
Languages
Excellent knowledge of English (both oral and written) is required. (Note: the official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
