Duties and Responsibilities
A just transition to sustainable and low-carbon economies requires consensual and long-term policies, for which parliaments are key. Due to their representative and pluralistic nature and considering their role in balancing other branches of government, Parliaments are essential to defending democracy, increasing transparency, promoting the rights of minorities, and integrating environmental protection, particularly climate change mitigation and adaptation, as fundamental dimensions of all public policy. The Parliamentary Observatory on Climate Change and Just Transition (OPCC) brings together parliamentary leaders from Latin America and the Caribbean (LAC) from over 14 countries, with the objective of promoting interparliamentary cooperation to strengthen climate change and just transition legislation in the region. Through knowledge-sharing, technical cooperation and the exchange of legislative experiences, the OPCC seeks to support more ambitious and effective policy responses to the region’s environmental, social and economic challenges. Through the dissemination of legislative information, analytical products, parliamentary experiences and technical content, the OPCC facilitates knowledge exchange among its participants and strengthens connections across its regional network. These efforts contribute to expanding access to information, promoting mutual learning, fostering collaboration among parliamentarians and parliamentary staff, and supporting evidence-informed legislative action throughout Latin America and the Caribbean, for the ultimate goal of advancing climate action, just transition and green and inclusive development in the region. This consultancy will consist of specialized communication assistance to support the dissemination of knowledge, legislative developments and parliamentary experiences generated through the Observatory’s activities. The consultancy will contribute to strengthening communication and knowledge-sharing across the OPCC network, increasing the visibility and reach of its initiatives and products, and fostering engagement among parliamentarians, parliamentary staff and other relevant stakeholders on climate change, just transition and green and inclusive productive development. Under the overall supervision of ECLAC and in close coordination with the Parliamentary Observatory on Climate Change and Just Transition (OPCC) team, the consultant shall provide strategic communication assistance aimed at strengthening the visibility of the OPCC, fostering engagement among parliamentarians and parliamentary staff, and promoting the dissemination of knowledge, experiences and legislative developments related to climate change, just transition and green and inclusive productive development in Latin America and the Caribbean. To achieve these objectives, the consultant will be responsible for the following activities: 1. Development of Parliamentary Opinion Articles (Op-Eds) The consultant shall identify opportunities and, in coordination with the ECLAC team, engage with selected parliamentarians, conduct interviews as necessary, and draft, edit and support the publication of opinion articles highlighting parliamentary perspectives and experiences related to climate change, just transition and sustainable development. The consultant shall produce three (3) op-eds during the contract period, in English, Spanish and/or Portuguese, ensuring alignment with OPCC priorities and communication objectives. 2. Production of Thematic Legislative and Climate Updates for the OPCC Network The consultant shall prepare concise thematic bulletins for dissemination through OPCC communication channels. These bulletins shall provide accessible and timely information on relevant climate legislation, parliamentary initiatives, policy developments and key news related to climate change and just transition in Latin America and the Caribbean. Content topics shall be defined in consultation with the ECLAC team and approved prior to dissemination. Bulletins shall be produced on a biweekly basis throughout the contract period. 3. Development of Newsletters on Green and Inclusive Productive Development The consultant shall support the preparation of two (2) thematic newsletters on green and inclusive productive development, highlighting policy debates, legislative initiatives, knowledge products and relevant experiences from the region. The newsletters shall be tailored to parliamentary audiences and contribute to strengthening understanding of the links between productive development, sustainability and climate action. 4. Development of Parliamentarian Profiles and Feature Content The consultant shall develop communication products showcasing the experiences, leadership and contributions of participants of the OPCC network to climate change and just transition agendas. Through interviews and other communication formats, the consultant shall prepare up to six (6) parliamentarian profiles and feature stories, which may include written articles, audiovisual products or combined formats for dissemination through OPCC communication channels and/or other channels to be mutually agreed. 5. General Support for Stakeholder Engagement and Dissemination The consultant shall participate in and support general communication and outreach activities related to official OPCC engagements with parliamentarians, parliamentary staff and strategic stakeholders. This includes supporting the dissemination of OPCC initiatives, knowledge products and, where applicable, OPCC Joint Statements, as well as the development of communication and visual materials for digital and institutional use, including social media posts, presentations, flyers, cards, infographics and other graphic content, if and when necessary.
Qualifications/special skills
Minimum requirements • Academic background: Recognised 1st level degree in journalism, social communications, public relations, public policy, international relations or any closely-related field. • A minimum of seven (7) years of professional experience related to political journalism and/or communications strategy for parliamentarians, advocacy campaigns and civil engagement activities. Desirable requirements: • An advanced university degree (Master’s degree or equivalent) in journalism, social communications, public relations, public policy, international relations or any closely-related field. - Record of accomplishments in producing communication materials, including social - Experience in writing and editorial skills - Experience in specific areas: Experience with legislative processes in Latin American and Caribbean countries, and/or experience with implementation of regional/international cooperation. - Professional experience on environmental issues in Latin American and Caribbean countries is highly desirable.

Additional Information
Work can be carried out remotely. The contracted individual will receive payment in installments, upon approval of bimonthly technical reports containing the description, analysis, and evaluation of the activities outlined in this Terms of Reference. Outputs: Prod 1: OPCC Communication Report I - Within 60 days after the contract is signed. Prod 2: OPCC Communication Report II - Within 120 days after the contract is signed. Prod 3: Final OPCC Communication Report - Within 180 days after the contract is signed.
