Duties and Responsibilities
The United Nations Resident Coordinator (RC) leads the UN County Team (UNCT) and represents the UN Secretary General in the Philippines. The RC is supported in discharge of functions by the United Nations Resident Coordinator Office (UNRCO), which plays a central role in ensuring effective coordination and implementation of United Nations initiatives in the country. As part of its mandate, the RCO focuses on cross-functional coordination, strategic planning, partnerships and development finance, data and results-management and reporting, communications, and advocacy. Th RC is supported by the United Nations Information Centre (UNIC) Manila, which is closely aligned in its operations with the RCO. In an age where digital communication shapes awareness and engagement, there is a growing need to ensure that the UN’s messaging is timely, inclusive, youth-friendly, and impactful across various digital platforms. This consultancy aims to further strengthen the UN’s communications and digital presence in the Philippines, based on the existing social media and communications strategies that are optimized for local audiences, and create localized content. Additionally, it will equip designated staff with the tools and skills needed to carry forward the momentum beyond the consultant’s tenure. The consultancy seeks to enhance the reach, visibility, followers, subscribers, and impact of the United Nations in the Philippines through effective digital engagement—particularly with youth and underrepresented groups—by developing and implementing a social media strategy, producing localized multimedia content, and building internal capacity for continuity and sustainability.
Qualifications/special skills
• University degree in communication or related field. • Additional coursework or certifications in social media, digital marketing, or related fields are an asset. Minimum of five (5) years of experience in social media, public information, public relations, or a related area is required. Proven experience managing and executing digital campaigns across Instagram, Facebook, X (Twitter), TikTok, and YouTube is essential. Experience in acquiring, analyzing, and reporting on social media data using analytics tools (e.g., Meta Insights, Twitter Analytics, Google Analytics) is required. Familiarity with content creation and publishing tools such as Canva, CapCut, Adobe Photoshop, Adobe InDesign, or comparable software is desirable. Demonstrated ability to create multimedia content (graphics, videos, reels, motion design) in English and Tagalog is desirable.
Languages
• Fluency in English and Tagalog is required. • Knowledge of another official UN language is an advantage.
Additional Information
The consultant will report to the Head of RCO and the Director of UNIC Jakarta. • Weekly coordination calls or written progress reports are expected. • The consultant will collaborate closely with the UN Communications Group in the Philippines and liaise with agencies providing content and messaging direction. • All materials produced must adhere to the UN branding, accessibility, and ethical communication standards. Under joint supervision of the Head of RCO and the Director of UNIC and in coordination with RCO Philippines / UNIC Manila, the consultant will: 1- Produce digital media content, promoting the work, activities and impact of UN Philippines. Produce and deliver at least four (4) campaign/content packages per month, each consisting of localized, audience-relevant posts and visual materials using raw materials from UN agencies and headquarters. (40%) 2- Identify opportunities and implement strategies to expand reach and engagement, with a focus on youth and underrepresented communities in the Philippines. (20%) 3- Develop relationships with influencers for joint content production and amplification of UN messages. 4- Coach and tutor UNIC team throughout the exercise, including through weekly team meetings and one-on-one engagement with staff. (15%) 5- Provide input, feedback into and strategic advice for UN Philippines communications in areas beyond digital media (press, marketing, exhibitions, emergency/humanitarian communications, overall office management and workflows), including through support for development and use of digital collaboration, information-exchange, and progress tracking tools (UN Philippines corporate communications deliverables; events & communications calendar; digital media content schedule, ensuring alignment with key deliverables, events and deadlines; and others). (25%)
