Under the direct supervision by Regional Coordinator Environmental Law and Governance UNEP Asia and the Pacific Office, the consultant is required to; a. Leading the preparation and completion of the deliverables detailed below in close consultation and under the guidance of DENR; b. Providing technical support in attaining the outputs listed below; c. Coordinating and facilitating consultations with all relevant stakeholders to facilitate the smooth completion of the deliverables, including undertaking domestic travel where needed.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP’s Asia and the Pacific Office geographically serves 41 countries across the region to promote and implement sustainable development solutions. It assists countries of the region pursue sustainability, particularly in their implementation of the 2030 Agenda for Sustainable Development including technical expertise, facilitating access to finance, undertaking cutting-edge science-policy assessments, offering advisory services and strengthening laws, policies, management and governance. UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region’s natural assets and reduce the degradation of the environment. UNEP’s Law Division works with countries around the world to develop, implement and promote legal, regulatory, and institutional frameworks for environmental management and sustainable development. The strategic direction in this respect comes from the Fifth Programme for the Development and Periodic Review of Environmental Law (Montevideo Programme V), adopted by the United Nations Environment Assembly under resolution 4/20 in March 2019, as an intergovernmental programme designed to promote the development and implementation of environmental rule of law, strengthen the related capacity in countries, and contribute to the environmental dimension of the 2030 Agenda. UNEP’s Asia and the Pacific Office works in close partnership with the Law Division and key stakeholders, including governments, the private sector, civil society, and other UN entities, to geographically serve 41 countries within the region in promoting and implementing sustainable development solutions. Implementing environmental commitments under international law and achieving the Sustainable Development Goals in this dynamic and diverse region requires good national laws and strong institutions that adequately enforce them. UNEP supports countries in Asia and the Pacific to achieve this goal. Legal, regulatory, and institutional frameworks are key mechanisms for environmental management at the national and regional levels. They provide the structure to set standards to manage and regulate the environment and mandate various environmental institutions to implement these standards, and to monitor and achieve environmental compliance. In this context, the Government of the Philippines has sought support in rolling out its Environment and Natural Resources Law Enforcement Manual of Operations (ELEMO or “the manual”). The manual was published on 10 February 2026 and deemed effective as of 26 February 2026. It consolidates and harmonizes enforcement rules across various environmental and natural resources laws, thereby facilitating their uniform application, clearly defining and allocating roles and responsibilities, and establishing coordination mechanisms with other national government and law enforcement agencies in the Philippines. UNEP’s Law Division and Asia and the Pacific Office are supporting the Government of the Philippines in outsourcing a communications and environmental law specialist to support the effective dissemination and operationalization of the manual, including by translating key elements of the manual into clear, accessible, and public-oriented communication materials.
Qualifications/special skills
An advanced university degree (master’s degree or equivalent) in Environmental Law, Administrative Law, International Relations, Public Policy, or Legal Studies, Communications, Graphic Design, Journalism, or a closely related field is required[ME1.1][GL1.2]. A first-level (undergraduate) degree in Law, Public Policy, or Legal Studies, with two additional years of relevant professional experience may be considered in lieu of an advanced university degree. • A minimum of two years of progressive experience in communications, journalism, public information, social media management or a closely related field is required. • Experience in Environmental and Natural Resources Law, Administrative Law, and/or Public Policy is desired. • Experience in graphic design and proficiency in content development, editing, and visual communication tools is desired. • Experience working with a government agency or international organization is an asset.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage
