The role
We are currently looking for Communications and Campaign Coordinator based in Vientiane Capital.
Role Purpose
Save the Children International (SCI) together with World Mosquito Program (WMP) and the Department of Communicable Disease Control of the Ministry of Health (DCDC, MOH) implemented the Driving down Dengue in Laos (DDDiL) project, with an overall goal of contributing to the reduction of dengue transmission in Laos. SCI will work with the Ministry of Health, provincial health departments and district health offices in the target locations in Vientiane Capital, Oudomxay, Luang Prabang, Savannakhet and Champasack to support releases of Wolbachia-carrying Ae. aegypti.
The Communications and Campaign Coordinator applies high-level marketing, communications and community engagement expertise to deliver a mass communications campaign that achieves public acceptance for the release of Wolbachia mosquitoes in project areas. This includes adapting and implementing the campaign strategy to get community support for participating in community mosquito release by meeting specific engagement and branding outcomes, through management of an internal team and external contractors.
Communications and Campaign Coordinator ensures that the campaign and engagement is aligned with the SCI Campaigning and Advocacy policy and WMP’s Public Acceptance Model (PAM) and meets required timeframes, budgets, objectives, quality measures and ensure gender equality, disability and social inclusion (GEDSI) as key considerations.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
KEY AREAS OF ACCOUNTABILITY:
- Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.
- Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.
Key responsibilities:
- Develop and manage the implementation of a multi-channel communications and Community Engagement (C&E) strategy tailored to the local context, aligned with project objectives, and consistent with the Country Office’s Advocacy, Campaign and Communications Strategy and priorities.
- Lead in shaping public perception, mobilizing communities, and driving meaningful behavioral and social change through strategic communication and advocacy efforts/campaigns.
- Develop and work with the internal communication team to create content (press release, success stories, case studies, social media post) that effectively communicates the project’s progress and achievement.
- Ensure that all communications materials are reviewed and approved by project manager and the Country Office communications team and relevant the government counterparts, respectively prior to dissemination.
- Ensure the communication and community engagement (C&E) activities are sensitive to gender equality, disability, and social inclusion (GEDSI). This includes develop an inclusive C&E strategy, monitor the progress and collecting GEDSI disaggregated data.
- Ensure the C&E strategy includes awareness campaigns promoting the impacts of climate change and dengue by engaging with school communities through events to highlight the link between climate change impacts and the increased incidence of dengue.
- Ensure communication activities follow Do No Harm principles and protect the dignity, privacy, and safety of beneficiaries, particularly children, by adhering to safeguarding protocols and coordinating with safeguarding focal points when reviewing sensitive content.
- Build and maintain strong relationships with a range of internal and external stakeholders, including local leaders, government, civil society organizations, and not-for-profit organisations.
- Recruit, manage and provide technical oversight to internal team and external contractors to deliver a high standard of inclusive communication outputs.
- Provide high-quality community profile and market research and analysis to inform campaign design, identify risks, and opportunities, and enhance overall effectiveness of campaign and public engagement. Lead a range of marketing and communications initiatives as part of the campaign, including media and social media, face-to-face outreach and outdoor advertising.
- Establish and manage a Community Advisory Group (CAG) and/or other working groups for the project.
- Conduct and deliver Training of Trainers (TOT) training to relevant governmental staffs on how to communicate with the people in the community about the Wolbachia method and participation in the mosquito release activities.
- Establish and manage the Feedback and Report Mechanism (FRM) and the Incident Management System (IMS) for the project, ensuring concerns, and feedback are addressed promptly and appropriately.
- Provide guidance and capacity building support to project teams and external partners interacting with communities, to ensure consistency and quality of messages, and alignment with project objectives.
- Regularly monitor, measure and report on campaign performance against goals and key indicators, including levels of public acceptance and community engagement.
- Support the project team for the preparation, the implementation of the project surveys and presentation of the survey result.
- Participate in other SCI/project activities where required.
QUALIFICATIONS AND EXPERIENCE
Postgraduate qualifications in communications; or extensive experience and management expertise within the communications field.
EXPERIENCE AND SKILLS
Essential
- At least 3–5 years of experience in communications, campaign management, and strategic planning, including the development and implementation of large-scale communications campaigns and management of resources and teams.
- Demonstrated experience working with government agencies and diverse stakeholders, including identifying and engaging stakeholders through local networks and ensuring effective communication throughout project implementation.
- Strong experience in community engagement and participation, including managing community engagement projects, social research, stakeholder engagement, advisory groups, and the development and implementation of community engagement strategies.
- Knowledge of project management, including setting goals, identifying audiences, planning tasks and resources, developing systems and procedures to track/monitor progress, and budgeting.
- Strong interpersonal and communication skills, including the ability to solve issues in response to changing work environments and demands, negotiate, provide strategic advice and liaise with a range of individuals, government agencies and community.
- Demonstrated experience working in not-for-profit organisations, public health communication, community engagement, or science outreach.
- Demonstrated experience leading teams or working within large, multi‑disciplinary project environments.
- Excellent verbal and written communication skills, with high proficiency in English.
- Excellent computer literacy including Microsoft, Adobe, Canva and Google Suite and the ability to quickly adapt to and learn new software platforms.
Contract length: Fixed term (1 year with the possibility of extension)
