GGGI supports Pacific Island Countries (PICs) in transitioning towards climate-resilient, inclusive and environmentally sustainable economies. GGGI has six Members in the Pacific Islands region: Fiji, Kiribati, Papua New Guinea, Solomon Islands, Tonga and Vanuatu. Since commencing operations in Fiji and Vanuatu in 2015, GGGI has expanded its presence through offices in Kiribati, Papua New Guinea, Samoa, Solomon Islands and Tonga. Through regional initiatives, including the Pacific NDC Hub, the Climate Finance Access Network (CFAN) and the SIDS Climate Action Program, GGGI engages with all 14 PICs. Its regional portfolio comprises 40 active projects, supported by approximately 100 staff across 12 PICs.
GGGI’s work in the Pacific focuses on strengthening the policies, institutions and technical capacities needed to advance climate action and mobilize green investment. This includes policy development, technical assessments, capacity strengthening, climate finance and investment planning, and the preparation of priority projects for financing. Working closely with governments and national, regional and international partners, GGGI aims to mobilize over USD 650 million by 2027 to support the region’s transition towards climate-resilient green growth.
Access to climate finance remains a significant challenge for Pacific Island Countries and other Small Island Developing States (SIDS) and least developed countries (LDCs). Despite international commitments to increase financial support, countries with limited institutional and technical capacity face difficulties navigating complex funding requirements, developing investment-ready proposals and structuring appropriate financing arrangements. These constraints can prevent national climate priorities from progressing into funded and implementable projects, highlighting the need for sustained technical support within government institutions.
CFAN is a global, demand-driven initiative established to address these barriers by strengthening countries’ capacity to secure and structure finance for priority climate investments. Its approach centres on embedding highly trained climate finance advisors within host ministries and institutions, where they provide practical support for project identification, development, financial structuring and engagement with financing partners. By combining dedicated advisory support with specialist training, peer learning and connections to funding institutions, CFAN helps countries translate their climate objectives into financeable projects while building lasting institutional capacity.
The first phase of CFAN in the Pacific ran from April 2021 to March 2024 with funding from the Government of Canada. The second phase runs from June 2023 to June 2027 and is funded by the Australian Government through the Department of Foreign Affairs and Trade (DFAT). GGGI implements CFAN in eight PICs (Fiji, Kiribati, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu) through embedded Climate Finance Advisors who support government-led climate finance priorities. CFAN is coordinated globally by the Rocky Mountain Institute, which serves as its Secretariat, with regional collaboration involving the Pacific Community (SPC) and the Secretariat of the Pacific Regional Environment Programme (SPREP).
Through CFAN, GGGI strengthens the link between national climate priorities, project preparation and access to finance. The program supports the development of climate investment pipelines, improves countries’ readiness to engage with financing partners, and strengthens government capacity to advance projects towards financing and implementation.
The CFAN Advisor Consultant will lead the implementation of green and climate investment work in the Solomon Islands as part of the CFAN program in the Pacific. You will contribute to leading and mobilizing green and climate investment through origination and development of green investment pipelines in line with the country's priorities and GGGI programmatic solutions, and delivery of in-country capacity building. This position reports directly to the Regional Director, who serves as the CFAN Program Manager and is based in Fiji, with a dotted line to the Country Representative, and will work closely with the country team.

This consultancy will be a days-based consultancy and will be paid a daily rate of USD 250 for work performed in accordance with the Objectives of the Assignment. Payments will be processed monthly, subject to submission of a monthly timesheet indicating the number of days worked during the reporting period and certification of satisfactory performance by the Regional Director/ CFAN Project Manager.
