Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) in Timor-Leste aims to assist the government of Timor-Leste to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, and develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

FAO Timor-Leste (FATIM) is currently implementing and also developing a number of projects related to food security, climate resilience and natural resources management under the broader integrated programme, which seeks to enhance resilience in the agrifood systems transformation through integrated landscape management, climate resilience and social inclusion in all agricultural sub-sectors of crops, livestock, fisheries and forestry.

FAO Timor-Leste is seeking to recruit a Climate Change Programme Specialist, who will lead the implementation of the project 'Enhancing Early Warning Systems (EWS) to build greater resilience to hydro-meteorological hazards in Timor-Leste' with funding from the Green Climate Fund (GCF) under the GCF/UNEP Umbrella Project, while contributing to FAO Timor-Leste’s broader programme related to climate resilience and natural resources management.

Reporting Lines

The Climate Change Specialist will work under the overall supervision of the FAO Representative to Indonesia and Timor-Leste and the Lead Technical Officer at the FAO Regional Office for Asia and the Pacific (RAP) and will collaborate on a daily basis with the Assistant FAO Representative for Programmes and other project leads.

Technical Focus

The l Climate Change Programme Specialist will primarily lead the implementation of the GCF project, in synergy and close coordination with partners and donors. S/he will also support FAO Timor-Leste’s broader programme on climate resilience and natural resources management, including liaising with the Government and partners.

Task and Responsibilities

• Lead the implementation of the project 'Enhancing Early Warning Systems (EWS) to build greater resilience to hydro-meteorological hazards in Timor-Leste' with funding from the Green Climate Fund (GCF) under the GCF/UNEP Umbrella Project, including, but not limited to, ensuring effective project planning, implementation and coordination with UNEP, government agencies and partners.
• Ensure synergies and optimize the impact of the project by supporting related projects under FAO Timor-Leste’s programme on climate resilience, such as “Local Investment and Action for Climate Resilient, Water Secure and Healthy Farming Communities”; “Building Coastal Community Resilience and Better Livelihoods through Mangrove Conservation and Restoration”; “Strengthening Capacity for Enhanced Transparency in Implementation and Monitoring of Timor-Leste’s NDC”; and “Enabling Timor-Leste to prepare its First Biennial Transparency Report with a combined Third National Communication (BTR1/NC3)” and “Second Biennial Transparency Report (BTR2)”, among others.
• Support the development of and resource mobilization for FAO’s programme on climate resilience and natural resources management, including identifying opportunities, drafting concept notes, coordinating and obtaining support from the FAO Regional Office for Asia and the Pacific (RAP) and headquarters, and reaching out to donors;
• Contribute to the coherence and synergy of FAO activities in the country, in line with the FAO Strategic Framework and the FAO Country Programming Framework in Timor-Leste;
• Support the implementation of assigned projects, including undertaking project baselines, facilitating mid- and end-line assessments, and ensuring robust Monitoring, Evaluation, Accountability and Learning (MEAL) and reporting;
• Contribute to the development of detailed project implementation plans and results-based annual work plans and budgets for the assigned projects;
• Manage a multidisciplinary team of international and national consultants to deliver the assigned projects, including supporting the FAO Representative/Budget Holder in developing Terms of Reference (TORs) and the selection and recruitment of consultants;
• Set up and implement the project governance and implementation arrangements, ensuring the meaningful participation of the Ministry of Agriculture, Livestock, Fisheries and Forestry (MALFF), other concerned government agencies, and the respective Project Steering Committees;
• Prepare and support the issuance of Letters of Agreement (LoAs) and/or contracts to obtain technical inputs and services for the projects;
• Contributes to the detailed design and implementation of activities related to agriculture climate information services (Output 1) and early warning (for Output 3) under the UNEP/GCF EWS project;
• Work with other technical experts to design and implement capacity development activities such as policy support, organizational development and learning events, including drafting policy briefs and preparing related information, learning materials and online tools;
• Promote knowledge sharing and best practices in the fields of climate information services, early warning, anticipatory action and Disaster Risk Management (DRM)/Climate Change Adaptation (CCA) in the country and at international meetings and conferences, representing FAO when appropriate and influencing partners; and
• Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in climate change, natural resources management, agricultural sciences (including crops, livestock, fisheries and forestry), development economics or related field;
• Minimum five years of relevant experience in technical cooperation-related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, fisheries, forestry, and the monitoring and evaluation of policies and programmes;
• Working knowledge of English (proficient – level C)

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions.
• Relevance and extent of experience in technical cooperation-related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, and the monitoring and evaluation of policies and programmes;
• Relevance and extent of experience in working with inter-governmental bodies and multidisciplinary teams;
• Relevance and extent of experience in developing climate information and early warning systems, particularly in the agriculture sector, agro-meteorological services, and other technical cooperation-related activities;
• Relevance and extent of experience working with a range of agencies - government agencies at all levels, scientific/research organizations, development partners and Non-Governmental Organizations (NGOs)/Civil Society Organizations (CSOs);
• Understanding of and experience working with governments of developing countries in Asia-Pacific is considered an advantage.
