Job Description:
30% Child Protection Technical Development, Design & Adaptation
- Provide technical leadership to the continue the strategic development, design and adaptation of WV’s Child Protection technical program in the West Bank, in alignment with WVI guidelines, inter-agency Child Protection Minimum Standards, and AoR strategic priorities.
- Support the development of national strategy to ensure inclusion of child protection and child participation technical programming and approaches.
- Support programme development and grant acquisition by providing child protection technical input to relevant applications.
- Actively contribute to annual planning cycles by advising and reviewing zonal and area programme budgets and plans. Review plans, indicators/targets, and budgets, providing technical advice and coordination to strengthen and improve the technical quality of child protection interventions and approaches.
- Provide leadership to contextualization, testing and piloting of new child protection models and approaches, in collaboration with the Child Protection AoR, key Child Protection partners, and/or WVI Partnership.
30% Technical Quality Assurance & Learning
- Assess project model activities to provide feedback to the zones, helping zonal managers ensure child protection programmes are implemented with quality and on time. Provide recommendations for improvements to relevant field staff, zonal managers and Ops Director.
- Establish a regular cycle of documenting child protection successes and impact in coordination with Evidence, Learning & Accountability team.
- Coordinate WV’s Child Protection team, advancing quality standards, leading technical or process-related improvements, supporting collective problem solving or adaptation, and jointly planning West Bank initiatives.
- Conduct routine field level monitoring visits to assess technical quality and fidelity, identify best practices and areas for growth, provide recommendations to Zone/field staff, and support field staff to adopt these recommendations.
- Compile lessons learned from programmes to use to improve programme implementation, re-design, strategy revision, policy advocacy, and external publications.
- Supports meaningful participation of children in programme design/implementation/ evaluation processes, and decision-making opportunities inside and outside of WV processes.
20% Technical Capacity Building
- Ensure quality project model implementation by coaching and advising zonal child protection staff and working closely to build zonal staff capacity to implement the project model across the four domains of change.
- Participate in Master Trainer courses at global/regional/country level. Lead Training of Trainer or Training of Facilitator initiatives for child protection and MHPSS methodologies, as required.
- Facilitate learning from child protection programme implementation with zonal and area programme child protection staff.
20%
External Engagement, Representation & Coordination
- Represent World Vision in the Protection Cluster, Child Protection AoR, the GBV AoR (as relevant), and relevant technical or sub-working groups with a focus on children’s protection, rights and/or participation. Ensure timely submission of 5Ws, support and contribute to cluster/AoR priorities and actions, and share assessments, best practices and learnings.
- Establish and maintain strong working relations and representation with relevant Palestinian National Authority (e.g., Ministry of Social Development, Ministry of Education) and other international and national partners within the scope of projects implemented.
- Support establishment of networks and formal and informal coalitions of like-minded organization that promote protection of child rights in Palestine actively pursuing opportunities for future collaboration and learning
- Provide support and review to advocacy and communications staff regarding child protection related advocacy and communications products (e.g., private policy and advocacy briefs, impact stories, social media posts, and capacity statements)

Required Experience
- At least 5 years of work experience in areas closely related to Child Protection/Child well-being programming with nongovernment and development organizations in the West Bank required.
- At least 3 years of experience in a coordination position with a significant role of external representation/engagement as well as management of relations within complex large organizations.
- Experience with program implementation at community level involving multiple stakeholders from local communities to governorate level, including village councils, local government.
- Prior experience with working with the Ministry of Social Development and Ministry of Education preferred.

- Driving license and legal qualification, ability and willingness to drive in the West Bank
- University degree required, Masters degree or professional qualification in psychology strongly preferred
